This is a high-level management and advisory position with significant responsibility. As Chief of the Bureau of Medical Eligibility and Special Programs you will work with a large team of colleagues in HFS and in other state agencies to improve the lives of Illinoisans by assuring that HFS programs provide health benefits coverage to eligible Illinoisans consistent with state and federal requirements. You will become part of a team committed to providing health benefits to maximize the health and well-being of our customers, with consistent and responsive customer service, and based on a foundation of equity for all customers.The ideal candidate must have experience interpreting Federal Medicaid and Children’s Health Insurance Program (CHIP) laws and regulations and experience interpreting State laws and administrative rules applicable to medical programs. The nature of the work is very collaborative and requires good working relationships with other staff and bureaus in HFS, other agencies, legislators, and the public to name a few. This is a fast-paced environment requiring flexibility and excellent prioritization skills. We invite all qualified applicants to apply.Essential FunctionsSubject to management approval, serves as Chief of Bureau of Medical Eligibility Policy and Special Programs (BMESP) by planning, directing, and evaluating the agency’s BMESP for the Division of Medical EligibilityServes as full line supervisorManages and monitors coordination of medical eligibility policy development and implementation with other relevant Healthcare and Family Services (HFS) initiatives such as care coordination as well as coordinating with the Office of Inspector General, the Department of Human Services and the Department of Aging to achieve the Department’s missionReviews program and operation functions to ensure compliance with Agency and Federal guidelinesConfers with Agency management, private and public organization, other departments, the General Assembly, other states, the Federal Government, and other organizations interested in BMESP policies and operationsResponds to BMESP inquiries from Advisory Committee members, legislators, the media and interested public and private organizationsPerforms other duties as required or assigned which are reasonably within the scope of the duties enumerated aboveMinimum QualificationsRequires knowledge, skill, and mental development equivalent to completion of four (4) years of collegeRequires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organizationPreferred QualificationsFive (5) or more years of professional experience developing policies for determining eligibility for means tested government sponsored health benefits programsThree (3) or more years of professional experience interpreting complex federal and state laws and regulations related to means tested government sponsored health benefits programsTwo (2) or more years of professional experience interacting with and communicating in verbal and written form with internal and external stakeholdersTwo (2) years or more years of experience drafting position papers, decision memos, reports, etcFive (5) or more years of experience managing a team of five (5) or more professional staffA minimum of three (3) years’ experience in developing management techniques to motivate and engage staffA minimum of one (1) year of experience working with large data setsTwo (2) or more years of experience working with Microsoft Excel to create and update spreadsheetsOne (1) or more years of professional experience responding to inquiries from elected officials, their staff, media, advocates, and other stakeholdersExperience meeting with and presenting to federal regulators and state or federal auditorsConditions of EmploymentRequires the completion of a background check and self-disclosure of criminal historyRequires the ability to utilize and maintain state issued equipment such as a laptop, cell phone, etcRequires the ability to travel in the performance of duties, with overnight stays as appropriateCertain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
