Job Description

Kosmos Group is a leading multi-disciplinary engineering consulting firm, with a primary specialization in power generation, transmission, and distribution. Kosmos Group strives to provide engineering services to public and private utility companies, consultants, and contractors taking part in the design and construction of power generation facilities, transmission lines, and substations, across the United States and Canada. We offer solutions from feasibility studies, full engineering design services to close out and preparation of as-built recordings.


Kosmos Group is looking for a Senior Project Manager to join our team in our San Diego or Arcadia office. This position will manage large transmission & substation projects and/or programs and in some cases, several projects or programs simultaneously. Should be able to provide program management services to manage and monitor contracts, progress, schedule, budget, resources, procurement, design, key performance indicators (KPI’s), reporting, quality, safety, change management, risk review and commissioning including closeout. Specific areas of responsibilities are provided below.


Job Description


Program Management Responsibilities

  • Oversight of planning, design, engineering, and execution of all project deliverables across multiple simultaneous workstreams in support of Portfolio and Project Management programs.
  • Coordinate work effort between all dependent departments, groups, teams, and tasks.
  • Manage design requests, drawing progress, environmental, jurisdictional, regulatory, and other support tasks to ensure timely execution of activities through solution acceptance by stakeholders.
  • Execute planning, status, and ad-hoc meetings as required; supply meeting minutes and track and communicate risks and issues and execute mitigating steps, as necessary.
  • Provide advice and recommendations on the following: the effective use of available funds enhanced control of the scope of work, recommendations regarding various delivery methods suitable for the project or program, optimal project scheduling options, enhanced design, and construction quality, and optimum flexibility in contracting and procurement options.
  • Work closely with the team leads and department managers to utilize existing resources to minimize project labor costs.
  • Analyzes data and user needs to determine functional and cross-functional requirements.
  • Provides management oversight across multiple simultaneous projects or project tracts within a Program.
  • Operates in a business or technical environment, using analytical and evaluative techniques.
  • Conducts operational effectiveness reviews. Develops or updates functional or operational manuals outlining established procedures in accordance with organizational policy.
  • Performs scenario development, feasibility studies and cost-benefit analyses.
  • Applies business-wide criteria for planning, analysis, design, development, and maintenance of facilities and systems across a major sector of the function or business applications.
  • Monitor and coordinate the schedule, technical accuracy, efficiency, coordination, and constructability of the program and cost-effectiveness of all designs, drawings, reports, estimates and other work as required.
  • Manages and builds client relationships and trust thru effective project execution and interaction.
  • Administer and manage contracts, purchase orders and sub-contract agreements with oversight from internal executive leadership.


Financial Management Responsibilities

  • Provide detailed financial controls management, reporting and oversight with weekly, bi-weekly, monthly, quarterly, and annual reporting within an agreed-upon format.
  • Develop detailed budgets and tracking against company financial systems, process & procedures, scope and change management, as deemed necessary.
  • Manage monthly cash flows, vendor and internal spend, including internal labor.
  • Update financial reporting and forecasts as requested and update near and long-term forecasts, as necessary.
  • Support Project Managers for financial reporting uploads, forecasting, and budget requests, as deemed necessary.


Strategy

  • Supports development and execution of Project Management Office strategic technology initiatives to achieve organization goals and objectives.
  • Supports the development of Project Management tools, training and workflows to increase efficiency in project execution.
  • Provide industry expertise where applicable. May also assist with developing or reviewing technical papers and/or presentations that showcase West Power Energy’s technical and Project Management capabilities at industry conferences or other events.
  • Provide guidance for strategies to sell engineering and Project Management services to clients. This will involve participating and providing input into project proposal activities, developing relationships with client counterparts, establishing project specific engineering execution plans, etc.
  • Make recommendations to leadership on additional business lines or service offerings to consider based on understanding of the future of the industry and market trends. Support the formation of those business lines.


Supervisory Responsibilities

  • Oversee the team of professionals and support personnel with the requisite expertise to assure the complete, timely, and high-quality performance of the obligations of Portfolio and Project Management.

Required Qualifications

  • B.S. in Engineering, Business Management, or equivalent field from an accredited curriculum
  • Minimum 10 years of project management experience, with 4+ years in Electric Utility Transmission & Distribution
  • Work experience with EPC projects
  • Proven aptitude and demonstrated experience for high volume, complex projects and program management.
  • Must be capable of exercising discretion and independent judgment in the application of Transmission and Substation Engineering.
  • Proven leader and coach in simultaneous projects and programs demonstrated communication skills - verbal, written and in a presentation format with the ability to motivate and lead a team to success.
  • Demonstrated results in managing projects, which includes proposal development, contract negotiations, project planning, design team coordination & communication, budgeting, schedule management, and client coordination.
  • Exemplary analytical cost management/cost control expertise including financial modeling and utilization of costing tools.
  • Regulated utility exposure preferred.
  • Working knowledge in Project Scheduling software including MS project and Primavera P6


Preferred Qualifications

  • Masters or MBA is a plus
  • Professional Engineer license is a plus
  • Project Management Professional (PMP) certification is a plus
  • Experience with Deltek systems is an asset


This position's base salary range approximation is $140K-$175K, depending on numerous factors such as applicable experience, skills, knowledge, credentials, geographical location, etc.
