Job Description

Overview:

  • Performs a broad range of legal assignments including, but not limited to, preparing memoranda, letters and briefs and represents the Authority in hearings, arbitrations, mediations, and litigation in defense of claims that are complex in nature.
  • Perform legal research, conduct investigations, draft legal opinions, and provide advice on a variety of legal matters.
  • Reviews and analyzes requests for public records from attorneys, the public, the media, and other parties.
  • Will serve as the Authority’s open records officer.
  • Represents the Authority in State and Federal Court in tort and employment litigation.

Job Overview:

  • Performs legal research and drafts legal opinions on matters involving the Authority’s interests.
  • Conducts investigations, as assigned.
  • Represents the Authority in mediation, arbitration, and litigation of tort claims.
  • Assists, interprets, and advises the Authority on contracts, resolutions, and other documents requiring legal interpretations.
  • Prepares pleadings and other legal documents necessary to defend the Authority from inception to conclusion of legal actions.
  • Provides general representation to the Authority as assigned.
  • Prepares and provides seminars and training to various departments of the Authority.
  • Reviews and analyzes requests for public records from attorneys, the public, the media, and other parties. Provides internal legal guidance for the retrieval, review, and distribution of open records. Determines whether open records are subject to redaction or withholding due to a legal exception.
  • Performs a detailed review and analysis of responsive records before disclosure to remove/redact any exempt contents. Coordinates responses to requests for production of documents and other legal requests.
  • 12. Helps support MARTA’s mission and Operations Department by serving as a transit ambassador (e.g., answering questions, assisting patrons with questions, passing out information to MARTA employees) at least once per year to enhance the customer riding experience during large or special events in the region.
  • 13. Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Assigns and reviews work of paralegals including a paralegal designated to support Open Records Act responses.

    EDUCATION and/or EXPERIENCE

    • College graduate, LL.B. or J.D. Degree from an accredited law school. Minimum of three years’ litigation experience.

    LANGUAGE SKILLS

    • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
    • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
    • Ability to write speeches and articles for publication that conform to prescribed style and format.
    • Ability to effectively present information to top management, public groups, and/or boards of directors.
