ABOUT THE POSITION: DEFINITION: Coordinates and participates in the analysis of State and Federal legislative proposals affecting the delivery of local services by major departments of the County of Los Angeles.
Essential Job Functions - Coordinates and reviews the analysis of proposed Federal or State legislation and as to their impact on department program services in conjunction with fiscal management and program units.
- Coordinates Board of Supervisors, Congressional, and legislative site visits to facilitate engagement with stake holders.
- Provides comprehensive briefings, leads tours, and facilitates discussions on programmatic achievements and operational changes to generate support and understanding of key legislative initiatives.
- Coordinates the development and makes recommendations on proposed legislation to departmental management and to the Chief Administrative Office.
- Facilitates communication between the Hospital and Healthcare Delivery Commission by responding to internal and external inquiries, providing detailed summary of meetings, and providing recommendations to support informed decision-making by the Commission.
- Coordinates the collection of information to develop new proposed legislation and policies which will have positive impacts on the delivery of departmental program services for sponsorship by the County.
- Monitors and tracks local, state, and federal legislations using legislative tracking tools and systems to stay informed on legislative developments, analyze potential impacts and ensure timely responses to emerging policy changes.
- Consults with departmental program administrators to review and make recommendations on proposed regulations dealing with existing programs or newly enacted laws.
- Oversees the communication between the Department of Health Services (DHS) and the Los Angeles Board of Supervisors by reviewing policy motions submitted by the Board to identify directives that impact DHS and ensure key motions are aligned with and manageable by the department.
- Prepares presentations and reports to communicate complex data and legislative analysis to various stakeholders and regularly presents findings and recommendations to the Board of Supervisors deputies, committees, and external partners.
- Coordinates with departmental fiscal operations managers to develop departmental position on State or Federal budget issues.
- Oversees the creation and publication of newsletters by gathering and curating local, state, and federal legislative updates, Board of Supervisors updates, news articles, and departmental highlights to keep stakeholders informed and engaged.
- Provides technical direction to subordinate staff responsible for specialized areas of legislative analysis, as needed.
