About the Agency
The Virginia Department of Fire Programs enhances public safety in the Commonwealth by providing supplemental funding, training, fire prevention and life safety education, along with statewide fire code enforcement.
The objectives of the Government Affairs section are to provide high-quality policy and data analysis services to VDFP, the Virginia Fire Service Board, the Secretary of Public Safety and Homeland Security, the Governor's Policy Office, the Virginia General Assembly, citizens, and other stakeholders. The section also maintains a comprehensive, stakeholder-driven, appropriately updated agency-wide strategic plan to provide support to the Virginia Fire Services Board, supports the Agency's legislative program, oversee agency regulations, and manage records retention.
About the Position
The Policy Analyst will assist the Government Affairs Manager with tasks related to the objectives of the section such as enhancing support for the Virginia Fire Services Board, Governor's Policy Office, the Virginia General Assembly, and for stakeholders. This position also will provide support to various agency staff as part of the Office of the Executive Director to include research and development of activities for legislative proposals, collaborating with stakeholder groups such as the Virginia Fire Chief's Association; organizing and coordinating major projects for the agency and Virginia Fire Services Board; and assisting in the implementation of regulatory policies for the agency.
Minimum Qualifications
•A work history demonstrating experience interpreting a wide array government policies, regulations and guidance, and applying information to program aspects as appropriate, and working effectively and cooperatively to align program strategy with new information.
•Experience performing academic research design, interpreting/analyzing both qualitative and quantitative data, conducting literature reviews, and developing survey methodology and questionnaires.
•Experience demonstrating the ability to think critically, to analyze, and evaluate data, and make recommends for the most appropriate solution(s).
•Experience demonstrating the ability to negotiate, influence, lead, and build rapport with stakeholders.
•Experience demonstrating organizational skills to include setting objectives, and the ability to plan and effectively prioritize competing tasks, projects and deadlines.
•Experience demonstrating the ability to monitor, direct activities or allocate resources of organizations and personnel from various levels of government and private stakeholders during emergency/disaster situations.
•Experience demonstrating the ability to solve problems and independently make decisions reflecting sound judgment in in a high-stress environment.
•Experience demonstrating the ability to effectively communicate verbally to provide customer service/technical assistance as needed to all levels of staff, public officials and public; and previous work experience demonstrating the ability to effectively communicate in writing to formulate reports, presentations, graphic visualizations, or other similar forms of written communications as needed.
•Considerable skills in the use of computers - Microsoft Office and associated software; databases, and electronic calendars.
•Working knowledge of state principles/practices of budget development and management.
