Business Operations Director in support of the Department of Defense Healthcare Management System Modernization (DHMSM) Program, its $4.6B single award IDIQ contract, known as MHS GENESIS. This highly visible program is designed to deploy, operate, and sustain a new electronic health record to the military health system, supporting nearly 10 million service members and their families worldwide. While every healthcare system is addressing quality, user experience and cost, the MHS GENESIS program has the added challenge of delivering these objectives within the DOD security environment, at the DOD's global scale, all while supporting the Defense Health Agency (DHA)'s vision of a medically ready force - which is essential to our national defense.
The
Business Operations Director will maximize the DOD Healthcare Management System Modernization (DHMSM) program's operating capabilities, support overall customer satisfaction, and provide strategic direction to the Business Operations functional organization. The successful candidate will collaborate with program and customer management to execute business strategies and manage program operations. Specifically, the Business Operations Director will play a pivotal role in supporting the finance, human resources, subcontracts, mission assurance, and other functional areas within the DHMSM program, a key electronic healthcare record system for the DOD and other federal agencies.
Primary Responsibilities - Manage 6-8 direct reports and an organization of 35+ resources
- Provide direct Management oversight and support to a multiple-discipline team responsible for Project Management, Earn Value Management, Subcontractor Program Management, Proposal efforts, Contract CDRL Deliverable and Internal Leidos executive reporting
- Sponsor and participate in continuous process improvement initiatives, to improve and develop processes to increase productivity, meet our business objectives and ensure compliance with Contract and Leidos requirements
- Develop strategic plans that establish or streamline cost effective frameworks for fulling internal and external stakeholders objectives/vision and goals.
- Oversee strategic communications for the program/Leidos Partnership for Defense Health
- Oversee Control Account Management lead for earned value related task orders across the Indefinite Delivery, Indefinite Quantity (IDIQ) contract
- Approve procurement card packages for Program Manager
- Oversee Project Management lead to provide guidance and escalation support as needed across 45+ in-flight projects at any given time
- Oversee Subcontract Program Manager who provides programmatic oversight and management of DHMSM subcontractors
- Oversee Program Management Office lead who manages various reports and deliverables across the division.
Basic Qualifications - BA/BS and 10+ years of related Program Management experience.
- US Citizen with the ability to obtain and maintain a Public Trust Clearance. Contract requirement.
- Proficient ability to manage complex budgets.
- Demonstrated ethical leadership.
- Excellent communication skills, both written and verbal.
- Certification in Project Management from a recognized credentialing agency.
- Ability to lead cross-functional teams in a matrixed, geographically dispersed environment and working across organizational boundaries to ensure successful program execution.
Preferred Qualifications - Masters in Business Administration
- Knowledge of Agile business methodology

Pay Range: Pay Range $144,300.00 - $260,850.00
