Definition of Classification:

The Director of Procurement is responsible for providing leadership and strategic guidance across the University to ensure the strategic sourcing for high-quality and cost-efficient products and services, while managing staff, maintaining positive internal and external business relations, negotiating contracts and contributing to our sustainability and diversity goals related to procurement practices.

Reporting to the Vice President of Finance and Administration/Chief Financial Officer, this position will ensure compliance with University policies and procedures as well as all applicable Federal and State rules and regulations.

Duties and Responsibilities:

The duties and responsibilities include, but are not limited to, the following:

  • Ensures that all procurement activities incorporate principles of strategic sourcing including appropriate consolidating of supply base, standardization on core items, and substituting use of less expensive products or services that fulfill functional requirements.
  • Oversees solicitation development and processing, contract negotiations, problem resolution and research associated with contracts or other purchases.
  • Provides oversight and establishes internal policies and procedures related to the procurement of goods and services and contracting practices.
  • Will develop and maintain a procurement and contracting platform and repository.
  • Monitors campus purchasing activities for compliance with University policies and supplier contracts; directs investigation of apparent non-compliant purchases and develop intervention processes to correct any non-compliant purchases.
  • Manages long-range purchase planning and needs analysis to simplify and standardize services and commodities and reduce fiscal year procurement costs.
  • In coordination with IT, Accounting, Legal and other key stakeholders, assess information and processing systems for effectiveness, ease of use and reporting/analysis capabilities; promote the expanded use of central information systems.
  • Identifies strategic sourcing opportunities and implement initiatives or projects to support the University's strategic plan and priorities.
  • Establishes cost optimization, performance indicators and reports on progress regularly, to promote procurement practices.
  • Continually analyzes products and services offered by existing and prospective suppliers. Counsel suppliers as needed regarding the University's procurement policies and procedures, supplier performance requirements and product performance expectations.
  • Influences and assists customers in selecting the most appropriate supplier to meet their long-term strategic needs. Ensures selection is fair and legally defensible.
  • Negotiates with suppliers as needed to meet objectives.
  • Continually analyzes products and services offered by existing and prospective suppliers. Counsels suppliers as needed regarding the University's procurement policies and procedures, supplier performance requirements and product performance expectations.
  • Negotiates contracts with vendors and suppliers to secure advantageous terms.
  • Monitors and analyzes market trends to identify opportunities for cost savings or process improvements.
  • Ensures compliance with legal and regulatory requirements.
  • Employs data and metrics to manage the effectiveness of procurement and contract operations.
  • Evaluates and selects suppliers based on criteria such as price, quality, and delivery speed.
  • Develops and maintains procurement policies and procedures.
  • Prepares and presents reports on procurement performance to senior management and Board of Trustees.
  • Supervises, plans, directs, and assigns work of assigned staff; makes hiring and disciplinary decisions; provides feedback on performance and approve timesheets.
  • Performs other related duties and special projects as assigned.


Qualification Guidelines

Any combination equivalent to, but not limited to, the following:

Experience/Training/Education:

Required

  • Bachelor's degree in business administration, supply chain management, or a related field.
  • Five (5) years of related experience with progressive leadership experience.
  • Proven RFP experience required including demonstrated expertise in independently drafting and analyzing RFPs, PFQs, PRIs, contracts, business documents and/or other agreements while assuring compliance with applicable laws, guidelines, and prime contract terms.
  • A valid California Class C CA drivers' license with a good driving record is required. Note: Note: Out-of-state licenses are valid until appointment. A valid California Class "C" driver's license must be obtained within ten (10) days of appointment (in accordance with CA Vehicle Code 12505c).


Preferred

Physical Requirements/Working Conditions:

Working Conditions:

Standard office setting. Duties performed are primarily in an office environment while sitting at a desk or computer workstation or in meetings. At least minimal environmental controls to assure health and comfort.

Physical Demands:

Incumbents regularly sit for long periods; walk short distances on a regular basis; may travel to various locations to attend meetings and conduct work; use hands and fingers to operate an electronic keyboard or other office machines; reach with hands and arms; climb stairs; stoop or kneel or crouch to file; speak clearly and distinctly to answer telephones and to provide information; see to read fine print and operate computer; hear and understand voices over telephone and in person; and lift, carry and/or move objects weighing up to 20 pounds.

HIRING RANGE:Anticipated hiring range is near or at the minimum of the classification, commensurate with candidate's education, experience, skills, and training. The University of Redlands is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is defined as the Full Pay Range. The budgeted salary or hourly range that the University reasonably expects to pay for this position defined as theHiring Range. Placement within the Hiring Range is determined by internal equity, and relevant qualifications.

PHYSICAL AND PSYCHOLOGICAL EXAMS:For certain positions typically in Public Safety, Facilities, Athletics and Information Technology Services departments, employment is contingent upon a candidate passing a pre-employment physical exam with the ability to lift in excess of 50 lbs. Public Safety Officers, in addition to a pre-employment physical exam, will also be required to pass a psychological evaluation.
