Your Opportunity As the Deputy Program Delivery Manager, you will ensure adherence to the mission and objectives of the Program. You will have oversight of numerous projects, develop solutions to program/project challenges, and manage a staff of professionals and technicians for successful completion of projects. You will support the Program Leadership and Program Delivery Manager to oversee all functions and activities from planning and development to implementation at the program level. In addition, you will manage major initiatives and integrate resource and organizational components for best fit and overall program success. You will track and manage costs of the Program and will take the measures necessary to stay on schedule and within budget.
Your Key Responsibilities - Establishing program/project objectives, procedures and performance standards within boundaries of Company policy.
- Support program delivery for existing programs in the areas of overall management and project controls and provide analysis of key performance metrics and program strategies.
- Assist Project Managers and project teams with issue resolution and decision making and determine if project issues merit escalation to the Program Leadership Team.
- Assist with establishing a baseline scope, budget and schedule for each project that will be used for measuring delivery performance.
- Consistently and successfully develop and implement solutions for the Program.
- Lead large, complex teams through challenging project assignments and complex client environments.
- Assure that projects & associated tasks within the Program are staffed with the appropriate resources and skill sets to achieve project objectives within Company profit model.
- Monitor project and program delivery performance through continuous tracking of various milestones, define Key Performance Indicators (KPIs), and variances using the control systems put in place for project delivery.
- Assist with information flow to and from the Program Leadership Team and the project teams, as well as between project teams, and ensure proper coordination with other individuals responsible for key aspects of the Program.
- Verify that project delivery activities are consistent with all pre-established Program policies, directives, business processes and procedures.
- Support multi-disciplinary teams on infrastructure design and construction projects.

- Demonstrated ability to successfully manage a team of specialized employees and subconsultants in a coordinated and integrated manner.
- Knowledge of scheduling practices and cost engineering concepts.
- Ability to navigate and balance various perspectives in a public sector setting.
- Must have the ability to convey project needs to the project managers and clients and to formulate those needs into comprehensive plans and specifications.
- Must demonstrate organizational skills and ability to work on multiple projects simultaneously.
- Strong willingness to be a part of a large global engineering company, and to work with teams in other offices around the world.
- Ability to comply with client policies especially health and safety.
Education and Experience - BA/BS in Engineering, or similar required; Master's degree desired.
- Minimum 15 years of program/project management experience in the water/wastewater field, including management experience on programs/projects with a cumulative value in excess of $1 Billion.
- Experience with the wide range of functions associated with the delivery of complex public infrastructure projects, including budget and schedule management, engineering, environmental review/permitting, risk management, change management, quality management, value management, project financing, land acquisition and stakeholder relations.
- Strong knowledge of project controls principles.
