SaskEnergy’s Digital, Technology, and Security (DT&S) group is comprised of several functional groups focused on project delivery, architecture, records and information management, security, application, infrastructure management, and enterprise analytics. The DT&S department consists of approximately 90 multi-vendor contractors.
The Analytics team, within Business Process and Analytics, provides business intelligence, analytical modelling, data management, and data governance services throughout SaskEnergy. The Analytics team has made significant progress in delivering value through effective reporting and basic modelling, with a focus on long-term sustainability and larger projects.
A new major initiative is underway within Analytics to use data and analytics to help the organization develop better processes to balance natural gas supplied with natural gas consumed. This initiative requires effective data management and data architecture services to ensure successful implementation within the organizational data strategy.
SaskEnergy is seeking a Data Architect with a broad-based background of technical experience to be part of the DT&S team. The resource MUST have a minimum of five (5) years of recent (last 5 years) and practical IT experience in modern data management principles, including data design, architecture, management, modelling, quality, and analytics.
The successful Data Architect candidate will have:
- A Degree or Diploma in Computer Science / Engineering, Data Sciences or a related discipline;
- Five (5) + years’ experience in data design, data architecture, data management, and data modelling;
- Experience with developing reports and dashboards with PowerBI or another modern BI tool;
- Proficiency with Microsoft SQL;
- Experience with cloud computing and cloud data warehousing & analytics tools;
- Experience in developing and influencing Data Management programs;
- Expert knowledge of data management knowledge areas as defined by Data Management Association (DAMA) and the Data Management Body of Knowledge (DMBoK);
- Certification in TOGAF; Certified Data Management Profession Certificate, Data Management Capability Assessment Model, or equivalent;
- Extensive experience developing reference architectures and models;
- Experience with modern Data Science and Artificial Intelligence platforms, techniques, and tools;
- Experience influencing and establishing strategic direction within an organization;
- Experience working closely with business leaders, including presenting to senior management and the Executive;
- Strong leadership and facilitation skills in communicating technical information effectively;
- Knowledge of data privacy and confidentiality regulations such as Personal Information Protection and Electronic Documents Act (PIPEDA).
Typical activities in the Data Architect role include:
- Work closely with the Analytics team to deliver strategies and roadmaps;
- Develop reference architectures and models;
- Consult with DT&S and Business leaders on data and information management practices and governance;
- Recommend strategic direction for the improvement of the analytics environment;
- Contribute to architecture boards and continued improvement of practices;
- Support business resources, Solution Architects, Business Analysts, Data Scientists, Data Engineers, and Data Analysts on project initiatives;
- Monitor and resolve database and data warehouse issues in line with company policies and external regulations;
- Oversee integration and migration of data from legacy and on-premises systems to new solutions, including cloud technologies;
- Champion efforts to improve business performance through enterprise information capabilities;
- Provide insight into changing database and data warehouse integration, storage, and utilization requirements;
- Monitor and understand Information Management trends and emerging technologies;
- Educate staff members through training and individual support.
The key skills and knowledge areas required for the resource are outlined in attached Appendix C – Supplementary Specifications. The Enterprise Architect must perform in a team environment with strong interpersonal and professional communication skills. North American job experience is considered an asset for this proposal.
The preference for start date is as soon as possible. The initial term for this role will conclude on March 31, 2023 ; after which SaskEnergy will evaluate its ongoing requirements and potentially extend the term.
CONTRACT DURATION
The Contract will be effective for an initial term commencing on the date of award and ending on March 31, 2023. After which, SaskEnergy may have the option to renew the Contract for successive one (1) year terms, a maximum of four (4) times, unless terminated in accordance with its provisions.
