POSITION SUMMARY

The City of Pittsburghs Department of Mobility and Infrastructure (DOMI) is seeking a highly motivated, flexible, and passionate individual for the role of Senior Planning Manager (Transportation) (SPMT). Th e position leads the Transportation Planning Team within the Bureau of Planning, Policy, and Permits.

The SPMT oversees the development of safety and mobility plans initiated by the department and acts as a liaison for DOMI review of transportation and mobility p lans by other s ( e.g. PennDOT, Southwestern Pennsylvania Commission., Allegheny County, Pittsburgh Regional Transit, and other entities as assigned ) . The SPMT also supervises a team of transportation planners and coordinates across DOMI bureaus and other departments and disciplines .

Qualifying Requirements:

Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

+ WORK EXPERIENCE: The application must clearly show six (6) years full-time experience in transportation planning, urban design, engineering, project implementation or related field . (Less than full-time experience will be calculated on a pro-rated basis.)

+ EDUCATION/TRAINING: The application must clearly show a Master s degree from a fully accredited institution in Civil/Transportation Engineering, Urban Planning or related field. AICP Certification is preferred. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

+ EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is twelve (12) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

CIVIL SERVICE EXAMINATIONS

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. POSITION DUTIES

+ Leads trans portation plan ning efforts initiated by the Department .

+ Identifies transportation projects to advance city goals for mobility, roadway safety, equity and accessibility.

+ Assists in project selection for programs managed by the department including vision zero, neighborhood traffic calming, critical sidewalk gaps and other program s as requested .

+ Develops and oversees implementation of scopes of work, project budgets, and schedules.

+ E valuate s project proposals, and serves as project manager for consultant work awarded by the Transportation Planning Team.

+ Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required .

+ Coordinates with other disciplines related to transportation project development.

+ Facilitates conversations with elected officials and community groups to promote public awareness.

+ Coordinates across city departments and partner agencies on project reviews and response coordination.

+ Prepares and delivers communication materials to a variety of audiences in various forms.

+ Reports on program and project goals through collected data and metrics.

+ Conducts meetings including field visits with consultants, contractors, and assigned personnel to ensure full compliance with contractual provisions and invoicing procedures.

+ Reviews and verifies applications for payment by contractors against project reports.

+ Performs such other related tasks and duties that are assigned or required .
