The City of Pasadena's Department of Transportation is seeking a Planning Manager (Transportation) to oversee the daily operations of the Multimodal Planning Division, which includes the Development Review Section and the Community Mobility Section. The Planning Manager (Transportation) will also assist in the oversight of the various projects and programs assigned to each section in addition to budget, personnel, and other management responsibilities as assigned.
The Development Review section is responsible for conducting Traffic Impact Analysis for new developments, including both the California Environmental Quality Act (CEQA) Analysis and the Local Mobility Analysis. This section identifies project mitigation and/or conditions, determines applicable Trip Reduction/Transportation Impact Fees, and verifies the applicant has met the conditions prior to issuance of a certificate of occupancy. This section is also responsible for managing the Travel Demand Management (TDM) program, coordinating with existing properties to ensure they are adhering to their TDM plans, and updating city ordinances as needed. Coordination with the City's Pasadena Planning Department is a key function of this role.
The Community Mobility Section is responsible for implementing the Neighborhood Traffic Management Program, traffic calming efforts, education and awareness programs, implementing the Pedestrian Transportation Action Plan and the Bicycle Transportation Action Plan, the update of the Citywide Active Transportation Plan, and managing the active transportation program. This section will also play a key role in supporting the update of the City's Mobility Element of the General Plan including policy development and implementation
The Planning Manager will have the overall oversight responsibility for the Mobility Planning Division, including managing the division's operations budget, managing staffing, conducting the review of plans and reports for the Division as well providing quality control for all work products from this Division.
The ideal candidate will be a technical expert in their field, with a focus on transportation planning. The candidate will have recent exposure to a diverse range of multi-modal transportation projects and should demonstrate strong written and verbal communication skills, problem-solving and critical thinking skills, be a team player, possess good customer service skills, have the ability to present recommendations to groups, take initiative, and have a strong work ethic. Collaboration across sections of the Department is a must. The Planning Manager (Transportation) must have the ability to act in the absence of the Deputy Director of Transportation.
Essential Functions

  • Directs the activities of the Multimodal Planning Division, overseeing the Development Review Section and the Community Mobility Section.
  • Implements projects funded through the Los Angeles County Metropolitan Transportation Authority (Metro) Measure R Mobility Improvement Project (MIP) funding. Including managing the conceptual design effort, environmental documentation, facilitating community outreach, managing consultant services contracts, and overseeing the final design effort, ensuring the design is consistent with the planning policies and goals developed for the multimodal projects.
  • Oversees the multiple funding agreements with Metro, ensures timely invoicing and manages multiple consultant contracts.
  • Oversees the writing of grants and subsequent administration of grant-funded projects for various transportation and traffic safety-related improvements.
  • Oversees the Traffic Impact Analysis process and development of project conditions, for both the CEQA Vehicle Miles Travelled (VMT) and Vehicle Trips (VT) analysis and Local Mobility Analysis, working with consultants effectively to prepare traffic impact analyses.
  • Coordinates the development of the Capital Improvement Program, and track quarterly project monitoring reports.
  • Coordinates with the Transit Division, Parking Division, Multimodal Engineering and Operations Division, and the Administration Division of DOT.
  • Works effectively with other departments, particularly the Planning and Community Development Department and Public Works Department.
  • Oversees the Neighborhood Traffic Management Program, coordinating with staff to provide multimodal safety enhancements for neighborhoods and residential corridors.
  • Prepares requests for proposals and evaluates proposals.
  • Oversees the Department's Transportation Demand Management program.
  • Communicates effectively with council office representatives and the public.
  • Possess substantial knowledge of federal and state guidelines and requirements related to transportation planning.
  • Implements Safe System Approach to traffic safety with the goal of reducing traffic fatalities and serious injuries
  • Prepares agenda reports and provides presentations to commissions, committees, and City Council.
  • Makes a variety of public presentations and directs the preparation of reports and correspondence.
  • Oversees short and long-range transportation planning, including oversight and update of the Mobility Element of the General Plan, Pedestrian Plan, Bicycle Transportation Action Plan, and Active Transportation Plan.
  • Monitors community needs, division resources, legislative mandates, and grant-funded requirements.
  • Participates in the preparation of legislation and codes.
  • Represents the department at City Council meetings, legislative committee hearings, and with other City, state, and federal bodies.
  • May represent the City on local and statewide professional organizations and committees and in meetings with elected officials, Transportation Advisory Commission, governmental agencies, member agencies, and funding agencies, including, but not limited to Federal Transportation Administration, Southern California Association of Governments, Caltrans, and Metro.

Qualification Guidelines
Minimum qualifications: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance, such as:
  • A bachelor's degree in planning or a related field.
  • Five years of increasingly responsible experience in transportation planning, development review, or community development AND
  • At least two years of supervisory experience is required.
Desired qualifications:
  • Master's degree in planning or a closely related field.
  • Seven years of increasingly responsible experience in transportation planning, development review, or community development.
  • Experience working in the public sector.
  • Membership in the American Institute of Certified Planners (AICP) is highly preferred.
Selection Process:
The selection process will consist of any combination of training and experience evaluation, a Subject Manager Expert (SME) review, a structured panel interview, and a department-level interview.
Vacancy Information:
There is currently one vacancy in the Multimodal Planning Division of the Transportation Department. The resulting eligibility list from this recruitment will be used to fill the current vacancy and similar vacancies in the future.

Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.
