Job Descriptions:nnPosition Title: Personnel Security Specialist IVnnReports To: Program ManagernnClearance Type: Active Top Secret/SCI (willing to take CI Poly)nnWork Location: National Capital RegionnnStart Date: On Contract AwardnnJob Description:nnAdvantage SCI is accepting applications to support a federal agency personnel security program.nnSummary of duties include but not limited to:nnAct as a Team Lead.nnInitiate or perform extensive indices checks, arrest record checks, and the likennCoordinate the submission of resulting investigative information. Review and critically analyze investigative reports and correspondence from the field for conformance to numerous administrative requirements and ensure procedures have been conducted in accordance with regulations and policies.nnDetermine inadequacies and transmit additional specific instruction/leads to the fieldnnPrepare outgoing communications/transmit recommendations with supporting analysis and data.nnParticipate in the formulation/preparation/direction of new and revised rules, regulations, guidelines, processes, and procedures in relation to personnel security programsnnProvide recommendations and suggestions affecting personnel security program missionsnnEnsure that Government and applicable personnel are properly appraised of potential security risks / vulnerabilities in which approved level of security clearance / access authorizations may expose them to.nnConduct security briefings that include Security Awareness and Hostile Threat.nnProvide guidance and assist in resolving security issues for current on-board employees, as well as providing expert guidance relating to various security programs.nnEngage with internal and external customers on personnel securitynnPerform all duties associated with a Personnel Security Specialist III, as necessary, which may include:nnConducting BIs of individuals who would occupy positions where a determination of suitability for employment or access to classified information is required.nnPreparing reports on investigations resulting from interviews during BIs.nnDrafting summary sheets on the results of investigations for all assigned casesnnRequired Experience:nnRequired QualificationsnnCurrent TOP SECRET. Must be SCI eligible and must be willing to pass a security CI polygraph exam.nnBachelor’s Degree with two (2) years’ experience or associate degree with four (4) years’ experience. In lieu of a bachelor’s degree, eight (8) years’ federal, state, local or military law enforcement experience is required.nnMinimum of four (4) years of experience developing and writing Reports of Investigation that form basis for creation of investigative record.nnEight (8) years of experience in the personnel security investigative or investigative analyst field.nnExperience interpreting Governmental and commercial database checks to identify areas of concern during the investigative process.nnExperience developing investigative reports and other sources of information to identify security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of eligibility for access to national security information based on the application of the appropriate adjudicative standards.nnExperience conducting and interpreting database checks and credit reports.nnExperience performing routine office administrative support functions.nnDemonstrated analytical ability to critically review and analyze various types of incoming material and investigative reports to discern potential security vulnerabilities and to identify viable investigative leads.nnDemonstrated knowledge and experience to conduct established Federal Government standards for investigations, BIs, and security investigations relating to suitability and security standardsnnPossess oral and written communications skills to functionally conduct interviews, security briefings, discuss analysis and opinion in a concise, logical, and objective manner, and prepare written communications setting forth analyses and recommendations.nnDemonstrated knowledge of the indices systems, various record check systems, and file review processes to develop and extract the most complete and accurate information relative to the subject as possible.nnDemonstrated analytical ability to extensively analyze various types of materials, including investigative reports, to develop information regarding security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of security clearances.nnProficient computer skills to include Internet use and expert knowledge of Microsoft Office software applications (Word, Excel, Outlook, PowerPoint)nnExperience with various Federal LE and IC IT systems for conducting automated record checks.nnKnowledge of and experience with use of applicable commercial and Federal Government database systems.nnExperience performing database searches for information related to personnel security.nnResponsibility for security of program data and materials.nnProcessing security clearance and BI documentation in preparation for adjudication.nnPreparing documentation for Government agencies and customers.nnExperience performing multiple administrative tasks dealing with databases queries, filing, processing mail, and performing audits.nnExcellent oral and written communication skills.nnDesired QualificationsnnAdvanced degree in any field of study.nnExperience conducting interviews and security briefings, discussing analysis and opinion in a concise, logical, and objective manner, and preparing written communications setting forth analyses and recommendations.nnPrevious experience in security leadership role.nnStrong understanding of security disciplines.nnDemonstrated understanding of the following security – related / investigative guidelines:nnFederal Investigative Standards (FISs)nnSecurity Executive Agent Directives (SEADs)nnExecutive Orders (EOs)nnU.S. Code of Federal Regulations (US CFR)nnTrusted Workforce and Continuous Vetting (CV) ProgramsnnWorking Conditions:nnAble to sit and work at a computer keyboard for extended periods of timennAble to stoop, kneel, bend at the waist and reachnnAble to sit, stand, walk, runnnAble to lift up to 50 poundsnnAdvantage SCI, LLC is an Equal Opportunity EmployernnAdvantage SCI is an Equal Opportunity/Affirmative Action employer.
