Job DescriptionWe are seeking a highly skilled Program Manager to lead and oversee complex IT programs onsite at Brooke Army Medical Center (BAMC). In this role, you will manage the activities of a large, multi-disciplinary IT support team, ensuring the seamless execution of program plans and the achievement of organizational objectives. You will develop and implement comprehensive IT strategies, address operational challenges, and collaborate with internal and external stakeholders to ensure program success. This position requires exceptional leadership, organizational, and problem-solving skills to manage diverse personnel and resolve program-related issues effectively.
This role is 100% onsite.
Responsibilities:- Plan and lead major IT assignments and projects, applying extensive knowledge to critical tasks and initiatives.
- Evaluate performance results, identify areas for improvement, and recommend changes to support short-term project growth and success.
- Serve as a programmatic expert, ensuring successful execution across multiple project assignments.
- Act as a liaison between technical teams and business stakeholders.
- Develop and execute comprehensive project plans, assessing business implications and ensuring all stages meet established standards, deadlines, and cost targets.
- Oversee and manage large, multi-disciplinary IT support teams to deliver high-quality outcomes effectively and efficiently.
- Design and implement complex IT program plans that address operational needs, resource allocation, and organizational requirements.
- Investigate and resolve issues, facilitate collaboration with functional support groups, and manage external partnerships.
- Prepare capital and operating requests.
- Manage subcontractor staff.
- Organize and direct multi-disciplinary teams to achieve project milestones and deliverables.
- Address complaints and resolve challenges, maintaining alignment with organizational standards and stakeholder expectations.
- Deliver cradle-to-grave project management services, including coordination, monitoring, reporting, and final project closeout.
- Provide technical assessments and recommendations for current and future software and hardware requirements.
- Develop, update, and track IT contracts, budgets, funding, and procurement activities using business management tools.
- Manage departmental projects spanning IT facilities, telecommunications, end-user devices, hardware/software systems, cybersecurity, networking, and infrastructure.
- Coordinate and assign project tasks, ensuring alignment with Site Manager directives and project objectives.
- Monitor progress and risks, documenting and implementing mitigation strategies.
- Prepare and participate in stakeholder meetings, presenting progress, updates, and performance outcomes.
QualificationsRequired- Master's degree or equivalent.
- Project Management Institute (PMI) Project Management Professional (PMP) or equivalent
- ITIL 4 Foundation.
- Ten (10) years of progressive experience demonstrating the required proficiency.
- 12 months experience in utilizing SharePoint as a Project Management Information System (PMIS) or like system, to monitor and track project status.
- Ability to work onsite
