Position DescriptionSerco is excited to continue our support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition life-cycle of the F-35 program, to include development, production, and sustainment.
Our Senior Acquisition Management Analyst, located in Crystal City, Arlington, VA, supports the F-35 JPO Directorate of Acquisition & Affordability (DA&A) in its mission to manage JPO functions as they relate to business operations, foreign compliance, process improvement, cost, requirements, and acquisition.
Our Senior Acquisition Management Analyst, as a recognized authority in the principles of acquisition management, supports our team in applying knowledge and expertise in acquisition program management to specified programs throughout their life cycles. Is a recognized authority in the acquisition process and areas relating to acquisition policy matters including acquisition streamlining, integrated systems management, manning, best practices, and lessons learned. Our Analyst provides expertise and innovation in interpreting, organizing, executing, and coordinating assignments. Applies principles, theories, and concepts to the exploration of the subject area, definition of scope, and selection of problems for investigation. May be called on to support the System Program Director at executive levels within the government and other contractor organizations, including major program reviews, inspections, conferences, and other program evaluations and major milestone events. Interacts regularly with the program office, supporting government offices, other contractors, and higher headquarters mid to upper-level staff. Is assigned to support key, critical acquisition programs.
You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
In this role, you will:
- Assist DA&A in leading Joint Program Review (JPR), Acquisition Summit, Executive Risk/Opportunity Management Board, & Executive Steering Group (ESG)
- Support DA&A in managing acquisition documents, the Defense Acquisition Executive Summary (DAES), Selected Acquisition Report (SAR), CPARS, and JPO Issuances
- Assist DA&I in managing procurement and enterprise procurement metrics.
- Provide program management and analysis support in Financial Improvement Audit Readiness (FIAR), enterprise earned value, data rights strategy, Integrated Product (IP), and the POM or Performance Based Regulation (PBR) process.
- Assist DA&I in Procurement Process and Product Management Team (PMT) management, small business contracting and management, scheduling (e.g., the Enterprise Integrated Master Schedule [IMS]), and enterprise risk management.
- Assist DA&I in managing the PMO Integration Council (PIC).

QualificationsTo be successful in this role, you will have:
- Ability to obtain/maintain an active Secret Clearance
- Master's Degree in Business Management or related discipline
- Or a Bachelor's degree plus 4 years of program analysis and planning experience (14 years total)
- Experience in program management, technical or business analysis discipline, in weapon systems acquisition and life-cycle management
- A minimum of six (6) out of the last ten (10) years of recent work experience related to analysis and planning
- At least three (3) years in support of a Major Defense Acquisition Program (MDAP)
- The ability to provide onsite support at F-35 Joint Program Office (JPO) located in Crystal City, Va no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including adhoc meetings may increase to support the needs of the customer)
- Demonstrated knowledge, and/or familiarity with the DoD 5000 acquisition series, Federal and DoD acquisition regulations and Planning, Programming, Budgeting and Execution (PPBE) process
- Demonstrated experience in the program/project status and earned value management
- Demonstrated knowledge of and experience with DoD reporting tools and major reports
- Up to 10% travel
Addtional desired skill:
- Experience of working in a Systems Program Office.
- Experience of creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (data types, formulas and functions in the workbooks), Microsoft Powerpoint, Microsoft Outlook, and Microsoft TEAMS.
