Job Description
Are you passionate about managing budgets to fuel cutting-edge research projects? Lawrence Berkeley National Lab's (LBNL) Building Technology Urban Systems Division is looking for an experienced Program Manager to join our dynamic Research Division.

In this exciting role, you'll be essential to operations and business processes within a complex organization, driving project success through application of project management skills and expertise to support several research projects in the Building Technology Department (BT) projects in the Windows and Daylighting Group. In addition, the PM will manage aspects of the financial portfolio of the Building Technology and Urban Systems (BTUS) Division.

In concert with the principal investigators (PIs), the PM will formulate project plans/scopes, oversee timelines, manage budgets, develop staff plans and prepare reports for moderately complex research portfolios. The research portfolio is diverse and includes sponsors such as the Department of Energy (DOE), California Energy Commission (CEC) and other funding agencies.

There may be travel up to 10% or less of working time.

What You Will Do:
  • Work in coordination with PIs and research teams, develop, coordinate, and execute project plans and manage portfolios for projects of moderate size and complexity, including: funding and cash management analysis, scope, budget, schedule, deliverables, subcontracts, and workforce planning.
  • Analyze cash flow at the project level in conjunction with the Financial Office Analysts and maintain adequate cash for expected project disbursements; track funding allocations and needs from sponsors (Division Support).
  • Prepare budgets and staff effort tracking spreadsheets and forecast future staffing needs. (Division Support).
  • Plan, track, verify and document program deliverables, milestones, accomplishments for multi-year project data.
  • Manage change management processes and implementation for unanticipated changes in work scope, schedule and budget.
  • Work with PIs to communicate goals, progress, and accomplishments to key internal and external stakeholders; Develop and manage program status update reports and presentations.
  • Support technical tasks for scopes of work with moderate scale and complexity.
  • Conduct ad hoc analyses and create reports in response to informational needs from group, division, area, lab, or sponsor, as needed.
  • Effectively communicate and collaborate with teams across the Berkeley Lab organization (i.e Communications and Procurement specialists).


Additional Responsibilities as needed:
  • Assist PI's with proposal development, may include communication with sponsors, budget negotiation, coordination of tasks, and working directly with PIs to develop proposal materials, scopes of work, and budget.
  • Ability to develop and implement a strong content (i.e. media, presentation materials or websites) that aligns with project goals and deliverables.


What is Required:
  • Bachelor's Degree / advanced degree or equivalent combination of education and related experience in program and project planning and management.
  • Five or more years of experience in program and project planning and management;
  • Demonstrated ability to analyze, interpret and manage data; Organize and work with complex spreadsheets and database programs to perform analyses using large amounts of information on multiple subjects and diverse sources of data.
  • Experience in project/initiative planning, scheduling, budgeting, execution and collaborative technical work.
  • Ability to work independently to complete work assignments in a fast-paced environment; excellent judgment to establish priorities and resolve problems under short deadlines and with interruptions.
  • Excellent communication (verbal and written) and interpersonal skills and diplomacy necessary for working in a diverse team environment with sensitive material.
  • Advanced proficiency essential in MS Excel and Google drive applications, especially Docs, Sheets, gcal, and gmail. Strong computer skills, including high proficiency in MS Office (Excel, Word and Powerpoint)


Desired Qualifications:
  • Experience working with state and federal governments.
  • Five or more years of experience supporting and coordinating R&D programs and projects in an academic, scientific, R&D, or technical environment.
  • Understanding and familiarity with LBNL, University of California, state, and federal accounting and budgeting rules and principles.
  • Additional computer skills are highly desirable, including project management software and web development, and other systems.
  • Experience with website development/maintenance and social media tools.

Notes:
  • This is a full time, 1 year, term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
  • The full salary range for this position is $125,868 - $153,816. The budgeted salary range that the Lab reasonably expects to pay for this position is $132,828 - $146,820 Salary offers will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.

  • This position is eligible for a flexible work mode, with onsite or hybrid work being the preferred modes. Hybrid work is a combination of teleworking and performing work on-site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab. Work schedules are dependent on business needs.
