Job Purpose
The Program Manager is responsible for the overall management of the IT & Support Services contract at JBLM. The role includes overseeing day-to-day project activities, ensuring adherence to contract requirements, and delivering high-quality services within scope, schedule, and budget constraints. The Program Manager communicates with stakeholders, mitigates project risks, manages resources, and ensures compliance with DoD regulations and policies. This position also involves preparing project reports, managing subcontractors, and ensuring that all contractual obligations are fulfilled effectively. Work hours will be M-F between 7:00am-4pm.
The Program Manager shall be a single point of contact for the Government to manage issues, concerns, and conflicts that may arise during the period of performance. The Program Manager is ultimately responsible for the quality and efficiency of the Contract to include both technical issues and business processes. This person shall be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.
Duties and Responsibilities
The job duties and responsibilities include, but are not limited to the following:
- Organizing programs and activities in accordance with the mission and goals of the organization.
- Developing new programs to support the strategic direction of the organization.
- Creating and managing long-term goals.
- Developing a budget and operating plan for the program.
- Developing an evaluation method to assess program strengths and identify areas for improvement.
- Writing program funding proposals to guarantee uninterrupted delivery of services.
- Managing a team with a diverse array of talents and responsibilities.
- Ensuring goals are met in areas including customer satisfaction, safety, quality, and team member performance.
- Implementing and managing changes and interventions to ensure project goals are achieved.
- Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
- Producing accurate and timely reporting of program status throughout its life cycle.
- Analyzing program risks.
- Working on strategy with the marketing team
- Lead and evaluate project managers and other staff
- Resolve projects' higher scope issues
- Prepare reports for program directors
Qualifications
Minimum Education & Experience:
- Minimum of 10 years of experience in program management, preferably in a government contracting environment.
- Bachelor's degree in Business Administration, Project Management, or a related field.
- PMP (Project Management Professional) certification or equivalent is preferred.
- Strong leadership, communication, and risk management skills.
- Experience with Department of Defense (DoD) contracts and familiarity with federal acquisition regulations.
Minimum Skills, Knowledge, & Abilities:
- Project Management Professional (PMP) certification is a plus.
- Proven experience in program management.
- Proven stakeholder management skills.
- Proven experience managing a team.
- Experience using computers for a variety of tasks.
- Competency in Microsoft applications including Word, Excel, and Outlook.
- Understanding of project management.
- Strong understanding of formal project management methodologies.
- Excellent leadership abilities.
- Attention to detail.
- Ability to problem-solve under pressure.
- Excellent interpersonal and communications skills
