Human Resources Manager

Department: Human Resources

Reports to: VP of Human Resources

Status: Exempt

1. Job Purpose/Objective:

Responsible for administration of Human Resource practices and provision of services in accordance with federal and state law and Roberts Hawaii's policies and procedures, including but not limited to the administration of recruitment and hiring practices, support data, compliance review and planning, as well as system administration of compliance plans. HR Manager is responsible for ensuring HR's core services are delivered efficiently through monitoring practices and services provided. The Manager will have both administrative and strategic responsibilities helping us to plan and administer important functions such as talent acquisition, onboarding, compliance, compensation, benefits, payroll, employee relations and offboarding.

2. Essential Job Functions:
  • Full-cycle recruitment:
  • Responsible for full-cycle recruitment, including hiring and onboarding. Ensuring best practices in the recruitment process with efficient and effective methods for successful outcomes to meet the needs of the organization.
  • Ensures the proper onboarding of new employees. Assists employees in the interpretation our various benefit programs to achieve an effective employee utilization and understanding of all such programs.
  • Coordinate and facilitate New Hire Orientation schedule and other required training as needed.
  • Maintain personnel files including electronic (HRIS system) and physical files, updating team member information as needed and filing of paperwork.
  • Benefit administration:
  • Supports the 401(k) program and ESOP by assisting employees with questions, informing them on options, maintaining eligibility, sending proper notifications and processing all changes.
  • Supports the group benefits process including newly eligible team members and enrolling or waiving enrollment in benefit plans.
  • Assist with the annual open enrollment process and communication of changes in plans
  • Assist with processing and managing Worker's Compensation, FMLA, TDI, and other related leave administration.
  • Manages all administrative aspects of WC claims to include tracking time off, working closely with Payroll to ensure that pay for employees is accurate and ensuring the execution of the Return to Work Policy.
  • Ensure proper, accurate, and timely response to claims of Unemployment.
  • Compliance:
  • Ensure compliance with rules and regulations for all governing entities related to current and future operations. e. DOT, FMCSA, FTA, DOE, DOH, and internal policies.
  • Distribute, and analyze compliance related reports for both internal and external stakeholders to ensure adherence to rules and regulations.
  • Certify quality of compliance related document review, follow-up, scanning, filing, and data entry.
  • Assist with the execution of the company's random testing processes, procedures and recording requirements.
  • Manage compliance related components of the HR Department's HRIS, digital files, and paper files.
  • General administration:
  • Provides guidance and support to line management on the human resource implications of various management decisions to ensure compliance with all federal, state, and local regulations, the company's policies, procedures, and guiding principles.
  • Responsible for implementing and managing human resources policies and programs in the areas of recruitment, employment, employee relations, and equal opportunity employment in compliance with government regulations and company goals.
  • Partner with Leadership to support and implement effective short- and long-term strategies to attain organizational objectives.
  • Assists management in properly and successfully handling employee relations and assure timely reporting and documentation of such incidents.
  • Assist team members with general concerns referring them to the proper channels for assistance while maintaining confidentiality.
  • Initiate/manage off-boarding processes including coordination of final checks, termination of IT systems accesses and RH ID, return of all company property, exit interviews, etc.
  • Participates in special projects and other duties as assigned.

3. Essential Skills (Minimum qualifications individual must possess when entering position) - i.e. skillsets, education, certifications, etc.:
  • BA degree (or equivalent work experience). Equivalent work experience equitable to a minimum 5 years management and or operations experience.
  • Must be an excellent communicator, good listening skills, builds strong relationships, is flexible/open-minded, negotiates effectively, solicits performance feedback, and handles constructive criticism.
  • Skilled in the use of computers, adapts to new technology, keeps abreast of changes, learns new programs quickly, uses technology to improve productivity
  • Proficient in Microsoft Office (Outlook, Word, PowerPoint, Excel, Publisher)
  • Valid driver's license and access to a properly insured vehicle
  • Knowledge of general finance terminology and concepts, basic accounting principles and practices.
  • Must be able to work a flexible schedule as needed, 24x7 availability dependent upon business needs, including holidays
  • May require travel to various locations and sites
