Role: Technical Delivery Manager

W2 Contract?-to-Hire:? 12 Months ?

Location: Remote

Pay Rate : $74/hour on W2 - All inclusive


?Overview & Responsibilities

We are seeking a Technical Delivery Manager to join a team responsible for supporting a homegrown collection of systems and applications that process healthcare claims for federal employees across various BlueCross BlueShield plans nationwide.

This role will involve gaining a deep understanding of technical requirements and providing support to customers for system-level changes. The Technical Delivery Manager will participate in release cycles and work closely with internal teams, external customers, and vendors to gather technical requirements and coordinate resources for system changes. This position focuses on technical deliverables rather than functional project management, working in partnership with a Project Manager who handles business aspects such as schedules, budgets, and risk.


?Key responsibilities include:

• Managing the technical roadmap and deliverables for projects.

• Collaborating with cross-functional teams in a matrixed organization to facilitate technical meetings and allocate resources.

• Translating customer IT requirements into actionable business language and ensuring accurate tracking and reporting.

• Facilitating meetings with internal and external stakeholders, including leadership presentations on project status and technical deliverables.

• Supporting the overall maintenance, changes, and upkeep of healthcare claims processing systems.


?Required Skills & Experience

• 5+ years of experience driving technical deliverables in a project management or delivery management capacity.

• Proven ability to lead efforts in a cross-functional, matrixed organization.

• Experience working with customers to understand IT requirements and translate them into business terms.

• Proficiency with Secure File Transfer Protocol (SFTP).

• Familiarity with REST and/or SOAP web services for API calls.

• Strong communication and presentation skills.


?Preferred Skills & Experience

• Knowledge of IBM MQ or similar message-oriented middleware products.

• Understanding of basic network connectivity and administration, including firewalls, SSL certificates, DNS, IP addressing, and access provisioning.

• Background delivering technical solutions in healthcare or health IT.

• Familiarity with 837 claims, EDI transactions, and healthcare pricing projects.

• Experience with HealthRules Payer (HRP) implementations.
