The Olympic Regional Authority (Olympic Authority) manages and operates a variety of venues located in the Adirondack and Catskill Mountains in New York consisting of: three alpine skiing venues – Whiteface Mountain in Wilmington, Gore Mountain in North Creek, and Belleayre Mountain in Highmount; the Olympic Sports Complex at Mt Van Hoevenberg in the Town of North Elba, a Nordic cross country skiing and biathlon venue; the Olympic Jumping Complex in the Town of North Elba; and the Olympic Oval and Olympic Center in the Village of Lake Placid including three indoor ice skating rinks, the Olympic Museum, and the Lake Placid Conference Center.


Position Overview

The Procurement Manager is a vital component of the effective and efficient operation of the Olympic Authority. The key objective of this position is to ensure that the procurement of all goods and services utilized throughout the organization is carried out timely and in accordance with all applicable laws, regulations, and policies.


The Procurement Manager is responsible for overseeing the management and implementation of the Olympic Authority’s Procurement Policy, working in collaboration with the venues and departments across the Olympic Authority to ensure that all management and staff have a thorough understanding of the processes and time frames required to obtain the goods and services needed for both routine operations and for activities and events. This position reports to the Olympic Authority Director of Finance.


The position oversees the organization's supply chain and sourcing capabilities, and works with various departments and stakeholders, utilizing a strong understanding of market trends, organizational objectives, and supplier capabilities to ensure the organization has the resources it needs to operate effectively and efficiently.


Travel to all Olympic Authority venues is required for this position to ensure that venue management and staff are supported in their procurement needs, and are following the applicable laws, regulations, policies, and processes.


Duties and Responsibilities

The Procurement Manager’s priorities are to implement the purchasing policy and standards established by the ORDA Board of Directors, identify qualified suppliers, increase the organization’s purchasing power, cut procurement expenses, and streamline the purchasing process. Duties and responsibilities include, but are not limited to:

  • Manage and implement the Olympic Authority Procurement Policy by working directly with and providing training to all venues and departments to ensure an understanding by all staff involved in any procurement of goods or services, of the required process for competitive solicitations and the circumstances under which non-competitive processes may be used, and to make recommendations regarding the appropriate method of procurement in specific instances.
  • Ensure that all purchases, and both competitive and non-competitive awards, conform to applicable laws, regulations, policies, and procedures, are properly documented, and have obtained all required approvals.
  • Ensure that MWBE/SDVOB requirements are adhered to in all procurements in which those requirements are applicable. Prepare to oversee the program, including reporting.
  • Work cooperatively with venue and department procurement staff and the Legal Department to implement make recommendations regarding the procurement policy and processes to support the needs of the organization. Develop and implement procurement strategies that are innovative and cost-effective.
  • Prepare Request for Proposal (RFP) and assist with the drafting of bid documents.
  • Devise and use productive sourcing strategies and evaluate suppliers and vendors.
  • Negotiate contracts with vendors and order goods and services.
  • Assist Finance Director and management team in budget creation for their respective areas of responsibility, including forecasting of future needs. Monitor expense activities compared to budget and provide updates.
  • Prepare schedules for prize money payments and follow up with athlete’s if necessary.
  • Control spending and build a culture of long-term saving on procurement costs.
  • Upload annual procurement data into the State PARIS portal.
  • Build and maintain long term relationships with approved vendors and suppliers for the efficient delivery of ORDA Purchasing policy documents.
  • Conduct timely procurement data analytics and report key functional metrics to reduce expenses and improve effectiveness.


Skills and Preferred Qualifications

  • Bachelor's degree in a business field or related work experience.
  • 5+ years proven experience as a procurement manager.
  • In-depth knowledge of preparing and reviewing contracts, and negotiation terms.
  • Extensive understanding of NYS Procurement Law, and experience using the NYS OGS Contract System.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access).
  • Excellent written, verbal, and interpersonal communications skills
  • Multi-tasking and time-management skills, with the ability to prioritize tasks.
  • Excellent analytical and problem-solving skills.
  • Negotiations expertise - ability to advocate fairly for the organization’s best interests.
  • Aptitude in decision-making, experience in collecting, interpreting, and analyzing data.
  • Aptitude for networking and building relationships.
