Job Summary:

The Assistant Director of the Wastewater Management Center will report directly to the RWRF Director and oversee daily operations at the Regional Wastewater Reclamation Facility (RWRF). This role ensures compliance with the City’s NPDES permit, fosters a safe and efficient work environment, and acts as the Industrial Pre-Treatment Coordinator. The Assistant Director will also serve as acting Director in the Director's absence, ensuring the seamless operation of the facility. This is a key role in our organization as we are currently going through an expansion of our facility and looking to use this as a blueprint on how to bring in other economic development opportunities for the City of Clinton, Iowa.


Key Responsibilities:

  • Supervise and direct operational personnel in daily tasks to ensure compliance with NPDES permits and City policies.
  • Develop and implement department policies and procedures in alignment with directives from the RWRF Director, City Administrator and City Council.
  • Monitor department performance, identify deficiencies, and implement corrective measures.
  • Coordinate maintenance activities with the maintenance supervisor to ensure efficient facility operations.
  • Prepare and submit periodic reports detailing department activities and compliance status.
  • Ensure employee training, workplace safety, and adherence to city, state, and federal regulations.
  • Oversee and manage the EPA-mandated Industrial Pre-Treatment Program.
  • Assist in budget preparation and monitor operational expenses to ensure fiscal responsibility.
  • Respond to emergencies, including floods, using predetermined procedures or other necessary measures.
  • Represent the facility in meetings and conferences to stay updated on industry trends and regulations.
  • Recommend and requisition new equipment, tools, and materials; develop specifications for procurement.
  • Supervise special assignments, emergency responses, and the overall safety of the facility.

  • Ability to coordinate with City, State, and Federal officials on regulatory and operational matters.
  • Problem-solving and decision-making skills for handling emergencies and grievances.


Qualifications:

  • Associate’s Degree in biology, chemistry, or a related field; equivalent experience will also be considered. Bachelor’s degree preferred.
  • Preferential experience in wastewater equipment operation, preventative maintenance, and management.
  • Licenses:
  • Possess a Grade II or III Iowa Wastewater Operator’s License or with ability to obtain Grade III within one year of hire.
  • Valid Iowa driver’s license in good standing.
  • Non-user of tobacco products and compliance with the Smoke-Free Air Act.
  • Reside within 20 air-miles of the City of Clinton or the Regional Water Reclamation Facility (RWRF) within six (6) months of hire.
  • Ability to pass a pre-employment physical, drug test, and criminal background check.
  • Previous experience working with both residential and industrial waste


Work Environment:

  • Office-based and outdoor work with occasional exposure to inclement weather and hazardous conditions.
  • Regular travel to different sites and occasional extended hours, including evenings and weekends.
  • Risk of exposure to confined spaces, extreme temperatures, and noisy environments.


Physical Requirements:

  • Ability to sit, stand, walk, kneel, and lift or carry up to 50 pounds.
  • Specific vision abilities, including close vision, distance vision, and color vision.
  • Hearing ability to work in moderate to very loud environments.
