Job Title: CSU Manager - Electrical

Contract: 2+ years with benefits (W2)

Location: Point Celeste, LA


Job Overview:

The CSU (Commissioning, Start-Up, and Operations) Manager is responsible for overseeing the development, review, and approval of the systems completion program for the respective facilities. This includes systemization, inspection and test plans, punch listing, and ensuring all necessary records and statuses are tracked. The CSU Manager leads commissioning activities, particularly in the Power Island System, and is instrumental in ensuring the safe and effective start-up of major equipment. This position requires strong leadership and extensive experience with commissioning, safety protocols, and the management of large-scale industrial processing facility start-ups.


Key Responsibilities:

  • Provide oversight for the development and approval of commissioning programs, ensuring that all systems are effectively completed, systemized, and tested.
  • Lead and oversee the commissioning activities for the Power Island System and ensure compliance with project punch listing activities.
  • Conduct Pre-Start-Up / Readiness Reviews (PSUR) for major equipment commissioning and support Pre-Start-Up Safety Reviews (PSSR) for rotating equipment.
  • Ensure that OEMs (Original Equipment Manufacturers) are involved in the commissioning procedures as required.
  • Interface with field service advisors, contractor completion groups, and various internal departments (engineering, operations, construction) to ensure smooth commissioning progress.
  • Oversee the development, review, and approval of pre-commissioning, commissioning, and start-up procedures by contractors.
  • Ensure the overall safety of the plant and its personnel through the implementation of procedures and adherence to Lock Out / Tag Out (LOTO), work permits, and company policies.
  • Monitor and report on the progress of assigned systems and activities, ensuring that milestones and contractual obligations are met.
  • Witness commissioning and testing activities for individual components and systems to ensure they meet the agreed-upon standards and specifications.
  • Participate in incident investigations and conduct root cause analysis.
  • Support site Change Management processes within the commissioning scope.
  • Ensure strict adherence to all company policies, safety standards, and commissioning protocols.


Qualifications:

  • Minimum of 20 years of progressive experience in field operations, including at least 5 years in senior leadership roles managing personnel and overseeing large-scale start-ups of industrial processing facilities.
  • At least 5 years of experience as the Electrical Lead on mid- to large-scale projects, with a focus on commissioning and start-up activities.
  • Demonstrated experience in commissioning and start-up of major power projects, particularly with steam and water systems.
  • Expertise in power stations, combined cycle operations, and power system management (EMS).
  • Extensive experience with diesel generation systems.
  • Ability to work in an island (off-grid) environment and manage simultaneous operations (SIMOPS).
  • Proven experience in managing structured management of change systems and computerized completions management systems.
  • Knowledge of safety and integrity critical equipment and systems, including associated functional testing.
  • Strong familiarity with domestic and international electrical codes and standards (NEC, NFPA, NETA, ANSI).
  • In-depth understanding of process safety fundamentals and incident investigation processes (e.g., 5 why, Taproot).
  • Effective written and oral communication skills, with the ability to work across multiple levels of personnel and communicate with external stakeholders.
  • Experience as a permit approver in a permit-to-work system, including LO/TO, hot work, confined space entry, and other safety-critical processes.
  • Demonstrated health, safety, and environmental awareness.


Candidates Must Have:

  • Strong knowledge of diesel generation systems
  • Expertise in power stations and combined cycle operations
  • Experience with EMS (Energy Management Systems)
