Role Overview
Avsar Construction is seeking a Project Development Manager to oversee pre-construction and modernization projects. The role includes managing project scope, schedule, and budget while ensuring seamless coordination with stakeholders and compliance with industry standards.
Key Responsibilities
- Plan and coordinate pre-construction activities for new school construction and modernization projects.
- Manage scope, schedule, and budget across multiple projects.
- Resolve complex planning, design, and construction issues.
- Supervise Assistant Facility Development Managers (AFDM), Design Managers (DM), and design professionals.
- Provide budget, schedule, and project status reports to leadership.
- Coordinate with government agencies and utility representatives to facilitate project completion.
- Assist in A/E contracts, bid planning, and contract administration.
- Review and verify Design Professional contract scope, fees, and applications for payment.
- Oversee project schedules, cost control, dispute resolution, and quality control.
- Collaborate with internal departments such as environmental safety, maintenance, and design teams.
- Develop and recommend internal policies and procedures.
- Perform other duties as assigned.
Minimum Requirements
Required Experience:
- 10 years of experience managing the planning, design, construction, and coordination of capital projects.
- 5 years of experience in educational facility construction or public works projects.
Preferred Experience:
- Experience in scoping and planning new construction/modernization projects.
- Knowledge of Division of the State Architect (DSA) construction/design processes.
- Experience with LEED and/or Collaborative for High-Performance Schools (CHPS) projects.
- Background in major facilities development (CEQA, agency approvals, city/county coordination).
- Understanding of public project delivery and procurement methods.
- Experience with community engagement and strong communication skills.
- Proficiency in Building Information Modeling (BIM).
- Experience in Formal Construction Partnering.
Required Education:
- Bachelor’s degree in Architecture, Engineering, or Construction Management from a recognized institution.
Preferred Licenses & Certifications:
- California Registered Architect or Professional Engineer License.
- Certified Construction Manager (CCM) credential.
- LEED Professional Accreditation.
