Job Description

We are representing a well-known engineering services firm in the DMV area that is looking to add a Pricing Manager to their growing pricing and cost team. The ideal candidate will have 6+ years of experience in pricing, cost, and compliance management, preferably within government contracting, engineering, or construction industries. Pricing and Costing:

  • Develop and recommend estimating narratives and assumptions based on historical and projected costs.
  • Analyze key cost elements, including General Conditions (labor, travel, materials), Direct Costs (ODC), Indirect Rates (Overhead, G&A, Fringe), Insurance, Car Allowance, IT Rates, Bonding, and Subcontractor costs.
  • Perform cost analyses on competitive pricing, bid trends, and historical price points for specific proposals or subaccounts.
  • Review supporting documentation for various cost inputs and guide proposal team members on adequacy.
  • Collaborate with cross-functional teams, including Purchasing, Estimating, Cost Engineering, Subcontracts, Small Business, FPA, Budgets, and HR.
  • Interface with clients and external auditors to explain financial data, methodologies, and compliance with government regulations.
  • Provide advice during pre-contract discussions and negotiations as needed.


Government Compliance:

  • Support the preparation of the annual incurred cost submission, including main and supplemental schedules.
  • Assist in preparing forward pricing rate proposals (FPRP) and cost impact proposals due to accounting changes.
  • Monitor indirect rates and conduct analyses for multiple scenarios.
  • Analyze transactional data for allowability and allocability per FAR and CAS.


Basic Qualifications:

  • 6+ years of experience in estimating, pricing, or financial analysis, including developing pricing strategies and presenting analyses.
  • Knowledge of cost estimating methodologies and model development.
  • Experience with cost databases, including data collection, validation, and normalization.
  • Experience with federal and federally funded proposals.
  • In-depth knowledge of FAR/DFARS and relevant government regulations.
  • Ability to contribute to and communicate pricing proposals.
  • Proficient in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Experience working with project owners, auditors, DCAA/DCMA, or other government agencies.
  • Strong verbal and written communication skills.
  • Familiarity with SAP, Workday, and Coupa is a plus.
  • A BS degree in Accounting, Finance, Economics, Business, or a related field (or equivalent).
