Job Description

Seeking a Journeyman Policy Analyst supporting the DHS CISA Strategy, Policy and Plans (SPP) Program Management and Process Support. The Office of Strategy, Policy and Plans (SPP) promotes integration of policy and strategy across all CISA's mission areas. SPP is responsible for advancing new ideas in carrying out the organization’s mission to reduce cyber and physical risks to critical infrastructure, including development of Agency level policies and directives, guiding organizational performance, and leading strategic planning efforts for the Agency.

Position requires an active Top Secret/SCI. Must be willing and able to obtain DHS Entrance on Duty (EOD) Suitability within a reasonable amount of time.


Responsibilities include:

  • Develop and deliver training (including, but not limited to, PowerPoint, written User Guides, Videos, etc.) to CISA stakeholders to support the development and implementation of CISA Strategies, supporting plans, and priority initiatives.
  • Support the implementation of business process, including drafting quarterly communications to CISA divisions and offices, coordinating with DDIR’s office, tracking timelines/due dates, and providing technical edit/formatting support.
  • Support and update AOP (Annual Operating Plans) for each CISA division and office. Maintain revisions to AOP slide deck and template. Update AOP guidebook annually.
  • Develop and manage databases to support program information management.
  • Must be able to work well under pressure, and possess excellent oral and written communication skills, as well as excellent organizational skills.
  • Support CIRCIA Notices of Proposed Rulemaking, Sector Structure and SRMA advancement and policy implementation, and strategy and management support to committees such as the Cybersecurity Advisory Committee, NCR Security activity, and JCCG work streams related to National Security Presidential Memoranda (NSPM) 24.
  • Create, analyze, and support execution of programmatic strategic planning.
  • Manage process modernization formulation, execution, and analysis.
  • Develop and implement requirements management plans.
  • Assist development and preparation of reports for senior level management.


The Ideal Candidate Will Have The Following:

  • Degree in policy, business, or technical discipline with over ten (10) years work experience.
  • Experience using ServiceNow
  • Demonstrated experience developing or implementing relevant national-policy and legislation, including PPD-21, PPD-44, and the FY21 NDAA.
  • Minimum five (5) years of experience supporting government organizations, program and policy management services, policy and strategy analysis, and knowledge management.
