The Executive Office of Veterans Services (EOVS) is the Commonwealth of Massachusetts primary support and advocate for Veterans and their families. The mission of EOVS is to advocate on behalf of all the Commonwealth’s veterans.The Deputy Chief Engagement Officer reports to the Assistant Secretary for Engagement & Outreach, who serves as the primary liaison for the Executive Office of Veterans Services (EOVS) with non-profit providers, Veteran Service Officers, veteran community groups, the United States Department of Veterans Affairs, business and philanthropic efforts, and other public/private organizations and collaboratives.This role supports ongoing collaboration and communication between EOVS, Veteran Service Officers, non-profit organizations, and veteran services entities.Duties & Responsibilities:Represent EOVS at external events, functions, conferences, and both public and private meetingsPerform outreach and networking tasks with new and existing partners and programsManage and support event planning operations in relation to Engagement & OutreachConstituent case intake from external partners, collaboration with Executive Office staff to identify possible remedies, and communication with the case subject and/or requesting organizationEstablish internal metrics and processes to monitor, evaluate, and strengthen partnerships with public and private partners in service of EOVS’s mission and visionMake policy recommendations based on stakeholder engagementEngage in special projectsAll other duties as assignedKnowledge, Skills & Abilities:Ability to serve as a representative of the Secretary.Ability to interface with peer levels of state government.Ability to adjust to unforeseen deadlines.Ability to resolve conflict efficiently.Ability to meet varying objectives.Ability to exercise sound judgment.Skilled in relationship building.Skilled in problem solving, consensus building and team building.Knowledge of strategic and operational planning.Knowledge of management principles and practicesKnowledge of communication program activities (media relations, community relations, government relations, external and internal communications).Knowledge and experience in social and online media.Strong interpersonal skills.Ability to write and edit under tight deadlines, hitting if not exceeding deadlines is essential.Demonstrated ability to clearly summarize and communicate sometimes complex data.Ability to establish collaborative relations within state governmentFlexibility and a willingness to listen and apply feedback is essential.Knowledge of a wide range of veterans information, including housing, economic development, mental health, and public administration.Ability to deal with external individuals and organizations in a diplomatic and efficient manner.Ability to communicate effectively in both writing and oral presentation are essential.Ability to mediate conflicts, coordinate competing interests, work under time constraints is essential.Knowledge of public administration and policy development, including planning, organizational development, budgeting and program implementation.Demonstrated experience in strategic planning, data analysis, research, and establishment of performance goals and measurement systems.Familiarity with veteran housing, community development, anti-poverty, and social service programs.Knowledge of the Executive Branch of state government.Demonstrated familiarity with the Administration’s priorities and agenda.Must be an independent worker and team player and must be able to multi-task.Flexibility to work nights and weekends as needed.About the Executive Office of Veterans Services:On March 1, 2023, Governor Maura T. Healey and Lieutenant Governor Kimberley Driscoll established the Executive Office of Veterans Services. The office oversees programs and services for Massachusetts veterans, including Chapter 115 benefits for eligible veterans.
