Position Overview: Located at the project location, the Project Quality Manager (PQM) is responsible for the development, implementation, and management of a contract-specific Project Quality Plan (PQP) and all other quality-related functions necessary to deliver the project fully compliant with the contract documents. The PQM is a member of the project management team and must work with minimal supervision, interact professionally with the project team and client personnel, possess excellent written/verbal communication and conflict resolution skills, manage a diversified workload, and take the lead role in managing quality on the project.
The PQM is the chief quality representative on the project and has full stop work authority for matters related to quality. The PQM is the head of the project quality department and is responsible for managing all other salaried and hourly quality personnel on the project.
Responsibilities:
- Manage the development and implementation of a contract-specific Project Quality Plan (PQP).
- Review and approve subcontractor quality plans to ensure compliance with contractual requirements.
- Ensure quality staff is adequately assigned, trained, and qualified to execute the PQP.
- Implement and oversee a Nuclear Quality Assurance Program in a construction environment.
- Lead and mentor junior QA/QC personnel.
- Maintain a positive, collaborative relationship with the Client team.
- Interpret quality standards and regulatory requirements.
- Collaborate closely with district quality management.
- Coordinate and perform causal analysis investigations on project-related issues.
- Coordinate and perform QA audits and assessments.
- Analyze findings to identify trends that could be potential risks to the project.
- Promote Continuous Improvement and report all conditions affecting the project.
- Engage in operation planning sessions from a Quality standpoint.
- Ensure that all Quality documentation required for project turnover is completed.
- Routinely present at meetings to promote quality goals.
- Perform routine performance reviews with all project Quality staff.
- May perform other duties as assigned.
Qualifications:
- A four-year degree in engineering, science, or a technical college degree plus ten (10) years of nuclear quality experience in a DOE or NRC environment is REQUIRED.
- A thorough knowledge and experience implementing Nuclear Quality Management Systems (QMS).
- A broad working knowledge of trades, disciplines, and nuclear construction codes.
- Self-starter with organizational, managerial, and leadership skills.
- Strong verbal and technical writing skills.
- NQA-1 qualified lead auditor or ability to qualify within 1 year is desirable.
- Experience managing the commercial grade dedication process.
- ASQ Certified Manager of Quality / Organizational Excellence (CMQ/OE) or similar certification is recommended.
- Current or previous experience in Nondestructive Testing is recommended.
- Ability to freely access all points of a construction site.
- Ability to relocate to project locations as required.

Base Compensation: $150,000/yr - $157,000/yr
