Position Overview

Located at the project location, the Project Quality Manager (PQM) is responsible for the development, implementation, and management of a contract-specific Project Quality Plan (PQP) and all other quality-related functions necessary to deliver the project fully compliant with the contract documents. The PQM is a member of the project management team and must be able to work with minimal supervision, interact professionally with the project team and client personnel, have excellent written/verbal communication and conflict resolution skills, manage a diversified workload and challenging situations efficiently and effectively, have a Continuous Improvement (CI) and Total Quality Management (TQM) mentality, and take the lead role in managing quality on the project.

The PQM is the chief quality representative on the project and has full stop work authority for matters related to quality. The PQM is the head of the project quality department and is responsible for managing all other salaried and hourly quality personnel on the project.

Responsibilities

  1. Manage the development and implementation of a contract-specific Project Quality Plan (PQP).
  2. Review and approve subcontractor quality plans to ensure compliance with contractual requirements.
  3. Ensure quality staff is adequately assigned, trained, and qualified to execute the PQP and that all project staff has access to the appropriate quality resources.
  4. Responsible for the implementation and oversight of a Nuclear Quality Assurance Program in a construction environment, including issues management, nonconformance reporting, subcontractor oversight, internal assessments/audits, causal analysis, commercial grade dedication, inspections, procurement oversight, and commissioning and turnover.
  5. Lead and mentor junior QA/QC personnel to ensure the correct behaviors are developed and reinforced.
  6. Maintain a positive, collaborative relationship with the Client team while understanding their requirements and expectations while continuing to reinforce a nuclear safety culture.
  7. Interpret quality standards and regulatory requirements and define implementation strategies.
  8. Collaborate closely with district quality management to ensure consistent implementation across the company.
  9. Coordinate and perform causal analysis investigations on project-related issues.
  10. Coordinate and perform QA audits and assessments on the QMS, PQP, subcontractor quality plans, and other processes/procedures. Document findings and assign/implement effective Corrective Actions.
  11. Analyze findings to identify trends that could be potential risks to the project. Work with the project management team to develop and implement mitigation strategies to remove or reduce those risks.
  12. Promote Continuous Improvement and the timely reporting of all conditions that affect the project.
  13. Be actively engaged in operation planning sessions, providing input from a Quality standpoint and ensuring that Inspection and Test Plans (ITP) are developed for all operations.
  14. Ensure that all Quality documentation required for project turnover is completed, compliant with contractual requirements, and stored in an organized manner.
  15. Routinely speak and/or present at meetings to promote quality goals/objectives and to discuss issues.
  16. Perform routine performance reviews with all project Quality staff.
  17. May perform other duties as assigned.

Qualifications

  1. A four-year degree, preferred in engineering, science, or technical college degree plus ten (10) years of nuclear quality experience in a Department of Energy (DOE) or Nuclear Regulatory Commission (NRC) environment is REQUIRED.
  2. A thorough knowledge, understanding, and experience implementing Nuclear Quality Management Systems (QMS), the Nuclear market, and the EPC contractual model.
  3. A broad working knowledge of the trades, disciplines, associated special processes, inspection and testing techniques, and Nuclear construction codes, standards, and jurisdictional requirements.
  4. Self-starter with organizational, managerial, and leadership skills. Must be able to manage teams up to 20 personnel.
  5. Strong verbal and technical writing skills. Must be able to communicate to large groups of craft personnel as well as management and client teams.
  6. NQA-1 qualified lead auditor or the ability to qualify within 1 year is highly desirable.
  7. Experience performing and managing the commercial grade dedication process.
  8. ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE) or similar certification is recommended.
  9. Additional certifications from AWS, ACI, ASNT, ASQ, NACE, etc. are advantageous.
  10. Current or previous experience in Nondestructive Testing is recommended.
  11. Ability to freely access all points of a construction site in wide-ranging climates and environments.
  12. Ability to relocate to project locations as required.

Base Compensation: $150,000/yr - $157,000/yr (Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location).
