Job Description

Through direct implementation and supervision of program staff, the Director of On-the-Job Training Supportive Services (OJTSS) is responsible for the coordination and implementation of external workforce development programs, including, but not limited to, the following Federal Highway Administration (FHWA) grant programs:

On-the-Job Training Supportive Services (OJTSS): On Federal-aid contracts, Federal regulations require State Departments of Transportation (State DOTs) to establish apprenticeship and training programs targeted at moving women, minorities, and disadvantaged persons into journey-level positions. The goal of the FHWA OJTSS is to support the State DOT’s On-the-Job Training (OJT) programs. Congress authorized the OJTSS program in 23 U.S.C.140(b).

Every year, FHWA requests State DOTs to submit a Statement of Work (SOW) demonstrating how the State DOT plans to provide a career path for minority, women, and/or other disadvantaged groups and individuals. State DOTs must also demonstrate involvement and collaboration among construction and professional trade associations, contractors, educational institutions (trade schools, public schools, community colleges, and universities), Departments of Labor, Departments of Education, and/or advocacy, non-profit, or veteran organizations. When developing a SOW, the State DOT must consider the following workforce and SOW fundamental outcomes:

  • Careers leading to journey status (Not Short-Term Jobs);
  • Partnerships and Meaningful Industry Engagement;
  • Strategies to Increase Opportunities for Under-Represented Populations;
  • Focus on Results and Outcomes;
  • Value for the Funds Provided.

Highway Construction Workforce Partnership (HCWP): The HCWP grew out of the OJTSS program and focuses on increasing the capacity and capability of the highway construction workforce. By partnering with key organizations to develop and deploy highway construction training and placement programs, this initiative will increase the number of individuals trained and hired in highway construction trades and crafts.

National Summer Transportation Institute (NSTI) Program: The purpose of the NSTI program is to promote the Science, Technology, Engineering and Math (STEM) disciplines in transportation-education and career opportunities among middle and high school students, including at-risk youth. (23 U.S. Code § 140)

Pre-Hire Process: A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

  1. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  2. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
  3. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
  4. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
