Job Description

The Fiber Network Construction Administrator plays a key role in the daily administrative and operational support of the Fiber Network Construction team. The position involves managing and overseeing activities such as creating purchase orders (POs) , change management (CMs) , reviewing invoices for accuracy, and handling fiber splicing processes within a designated geographic area. The administrator works closely with team members to improve the quality of billing processes, project deliverables, and the fiber splicing process. They will also support the Network Construction Implementation team by ensuring smooth tracking of project milestones and assisting with reporting, data analysis, and other administrative tasks.

This position is vital for achieving key performance indicators (KPIs) , including but not limited to operational expenditures (OpEx) , mean time to repair (MTTR) , on-time installations , and revenue generation related to fiber and small cell installations.


Key Responsibilities:

  1. Purchase Orders (POs) & Change Management (CMs):
  • Create and submit purchase orders for contractor services related to fiber splicing.
  • Process contractor invoices to ensure accuracy and adherence to contracts, ensuring they align with agreed-upon pricing and scope of work.
  • Support the change management process by submitting and tracking CMs as required for project modifications or updates.
  1. Project Financials & Milestone Management:
  • Assist with tracking project financials , including forecasting costs, issuing vendor POs, and invoicing on customer POs.
  • Manage and resolve past due invoices and ensure vendors are paid in a timely manner.
  • Monitor milestones for ongoing projects, ensuring all deliverables and deadlines are met.
  1. Administrative Support:
  • Provide general administrative support to the Network Construction team, including correspondence and data tracking.
  • Ensure all necessary reports and documents are prepared and submitted on time.
  • Assist with ad-hoc reporting requests, ensuring all project statuses and updates are documented accurately.
  1. Fiber Splicing Coordination:
  • Review splice packages provided by Fiber Engineering , ensuring all necessary information is complete and accurate for contractor use.
  • Communicate with vendors and contractors regarding the splicing work, coordinating schedules and verifying that all necessary work has been completed.
  • Manage fiber splicing activities within the designated region, ensuring that timelines are met and the splicing process runs smoothly.
  1. Progress Reports & Obstacle Resolution:
  • Develop progress reports that track the status of ongoing projects, identifying any potential delays or obstacles.
  • Track progress against deadlines and raise any variances or issues to management before they become critical.
  • Collaborate with the construction team to resolve obstacles and keep projects on track.
  1. Service Delivery & Close-Out Packages:
  • Understand service delivery requirements for fiber and small cell installations to ensure that close-out packages are completed correctly.
  • Ensure all required documentation is submitted to meet internal and customer specifications, including any regulatory requirements.
  1. Vendor and Billing Coordination:
  • Manage communications with vendors regarding billing issues , confirming that all invoices reflect the correct amounts for services rendered.
  • Assist with the order and coordination of police services for any required splicing activity in certain jurisdictions.
  • Track vendor performance to ensure that quality standards and timelines are adhered to throughout the project.
  1. KPI & Performance Tracking:
  • Support the team in achieving KPIs related to operational expenditures, on-time installations , fiber completion for small cell deployments, and installed enterprise revenue .
  • Regularly track and report on key metrics to ensure targets are met and identify areas for improvement.

Required Qualifications:

  1. Education:
  • High School diploma or equivalent required. A Bachelor's degree in Business Administration , Project Management , Telecommunications , or a related field is a plus.
  1. Experience:
  • Minimum 2+ years of experience in telecommunications or fiber network construction .
  • Experience with fiber splicing , purchase orders (POs) , change management (CMs) , and vendor invoicing .
  • Familiarity with network construction processes , small cell deployments , and service delivery for telecommunications projects.
  1. Technical Skills:
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Experience with project management software and CRM systems .
  • Knowledge of fiber network infrastructure , including backbone and small cell technologies.
  • Familiarity with billing systems and tracking tools .
  1. Communication & Organizational Skills:
  • Strong communication skills with the ability to clearly and effectively interact with vendors, contractors, and internal teams.
  • Ability to multitask and prioritize administrative and operational tasks in a fast-paced environment.
  • Problem-solving abilities to address issues related to project delays, vendor performance, and billing discrepancies.
  1. Attention to Detail:
  • Detail-oriented with the ability to manage and verify complex documentation and billing information.
  • Strong organizational skills to keep track of project progress and ensure that deadlines are met.

Working Conditions:

  • Work Environment: Primarily office-based, with occasional site visits to fiber network construction locations for coordination and issue resolution.
  • Travel Requirements: Occasional local travel to vendor sites and construction locations as required.
  • Physical Requirements: Minimal physical demands but may involve visits to construction sites with potential exposure to environmental and equipment-related conditions.
