Associate Legal Counsel
Up to $117,972/annually
St. Paul, MN
This position provides transactional legal services to ensure that the agency acts in accordance with applicable statutes. The position primarily supports the department’s construction program (both roads and buildings) by:
- Drafting and interpreting construction contract documents
- Advising the department on applying contract specifications to specific facts
- Assisting department staff in analyzing and resolving construction claims, professional errors/omissions, and false claims
- Advising on procurement issues and procurement protests
This position also advises the Office of Civil Rights and the Office of Construction and Innovative Contracting’s labor compliance unit. The incumbent will provide advice to ensure that program implementation is in accordance with applicable law, including federal and state civil rights and prevailing wage law.
At the Staff Attorney 3 level, in addition to the above, the position is the lead attorney in providing legal services and advice. This includes but is not limited to developing protocols, policies, and legislative proposals relating to construction law and a variety of other complex areas of law.
MINIMUM QUALIFICATIONS
Minimum Qualifications for the Staff Attorney 3
- A J.D. degree from an American Bar Association accredited law school;
- A current license to practice law in the State of Minnesota; and
- Three years of advanced professional experience that demonstrates:
- Legal research and analysis, writing, and client counseling experience.
- Practical experience in at least two of the following: construction law, business transactional law, drafting and/or interpreting contracts, commercial litigation, and/or government agency/administrative law.

- A J.D. degree from an American Bar Association accredited law school;
- A current license to practice law in the State of Minnesota; and
- Two years of advanced professional experience that demonstrates:
- Legal research and analysis, writing, and client counseling experience.
- Practical experience in construction law, business transactional law, drafting and/or interpreting contracts, commercial litigation, and/or government agency/administrative law.
