Job Description

An organization specializing in drainage management and flood protection is seeking an Office Manager to provide comprehensive administrative support to the Board of Supervisors and General Foreman. The ideal candidate is an organized and detail-oriented professional with strong knowledge of office practices, bookkeeping, and regulatory compliance. In a collaborative environment, the new team member will ensure efficiency by managing records, coordinating communications, and supporting office operations and special projects.

Type of Position: Direct Hire


Responsibilities:

  • Provide administrative support to the Board of Supervisors and the General Foreman
  • Prepare correspondence, arrange meeting time and place, prepare public notices and agendas, maintain current Board files, record and take notes of meetings, give office manager report and provide transcriptions of Board meetings.
  • Prepare and send letters for plat approval/waivers after approval by Board and Engineer.
  • Prepare permits for crossing of District facilities.
  • Collect plat and permit fees for deposit.
  • Update personnel policies and procedures as directed by the Board of Supervisors and Legal Counsel
  • Maintain application files, maintain current employee files including history wages, submit and track all workers' compensation claims, negotiate with representative concerning insurance policies, utilities and safety supplies for the most effective cost for the district.
  • Compile and submit insurance schedules for property, liability and windstorm coverage.
  • Prepares and posts accounting documents manually or by machine such as receipts, fees, invoices, vouchers, and expense accounts
  • Prepare payroll checks and related reports, print financial reports, maintain accounting records, assist CPA in annual audit by providing audit schedules and account reconciliations, reconcile bank statements and make appropriate entries to balance to the general ledger, handles banking and investments under the direction of the Board of Supervisors.
  • Balances taxes received monthly and yearly and compile reports and report any discrepancies to the Brazoria County Tax office for reconciliation.
  • Prepare payroll, print checks and submit Federal taxes (941 Employers Tax) on a weekly basis. Reconcile and submit Texas Workers' Compensation and Federal reports on a quarterly basis.
  • Prepare W3's, W2's, 1096 and 1099's and reconcile with payroll and vendor payments for submittal on an annual basis.
  • Maintain fixed asset files and fixed asset depreciation schedules.
  • Maintain schedule of detention sold and fees collected for each detention system.
  • Prepare correspondence, bid documentation and publish notice to bidders when needed for herbicide, pipe, equipment, etc., in accordance with Texas Water Code. Prepare contract for review by legal counsel.
  • Perform election duties in accordance with the Texas Water Code, Election Code and Local Government Code.
  • Prepare election notices and correspond with Brazoria County Election Division during District elections. Prepare and retain records of postings, notices, correspondence, etc., of the election. Report election results to Texas Commission on Environmental Quality.
  • Perform records management officer duties as regulated by the Texas Records Management Act including retaining, destruction and keeping of permanent records as required the Texas Records Management Schedule.
  • Perform duties of Public Funds Investment officer including training, investment of funds, insuring collateral of securities is maintained by financial depository and compiling monthly and quarterly reporting of investment to the Board of Supervisors. Seek quotes for depository when directed by the Board of Supervisors.
  • Confer with General Foreman and file electronic reporting with TCEQ and State of Texas regarding Eminent Domain and permits for brush burning and other necessary reporting. Compile and submit data requested by the Brazoria County Storm Water Quality Coalition for reporting requirements of the MS4 Storm Water Permit through TCEQ.
  • Perform receptionist functions to include: Interface with public on complaints, questions, etc., and forward to the General Foreman for resolution, operate communication systems with field crew.
  • Maintain and prepare District forms, correspondence, property owned by the District or in the custody of the District. Prepare interlocal agreements and contracts under advice and review of legal counsel.
  • Interface with Legal Counsel on legal and personnel matters.
  • On Joint projects with County or City, submits or collects payments according the terms of the interlocal agreement.
  • Perform other duties as deemed necessary by the Board of Supervisors or the General Foreman.


Requirements:

  • 10+ years of professional experience, 5+ years of experience handling bookkeeping/accounting functions
  • Knowledge of modern office practices and procedures, including record keeping methods, practices and procedures; office functions and procedures
  • Knowledge of District policies and procedures which have an impact on the office
  • Knowledge of bookkeeping theories and practices
  • Ability to compose effective and accurate correspondence, deal with non-routine matters, such as special projects; execute superiors orders and instruction, maintain filing systems and records, organize and assemble data and prepare accurate reports, summaries and tabulations from such data
  • Ability to perform a volume of numerical detail work accurately, ability to operate calculator by touch
  • Ability to establish and maintain effective working relationships with co-workers and elected officials
  • General knowledge and understanding of State Statutes such as the Texas Water Code, Election Code and Local Government Code as related to the District
  • Must be comfortable working Monday thru Thursday from 7:00 am to 5:30 pm.
