Job Overview:
Our Client is looking for a senior commissioning and start-up professional to oversee the commissioning, start-up, and operation of the Power Island at the facility. This role is critical to ensuring that the plant meets its production and performance objectives in a safe and efficient manner. The Commissioning & Start-Up Advisor will be responsible for managing all commissioning activities, overseeing the pre-commissioning, commissioning, and start-up procedures, and ensuring compliance with all safety and operational standards.
Key Responsibilities:
- Oversee the development, review, and approval of the systems completion program, which includes systemization, inspection and test plans, punch listing, status tracking, and record maintenance.
- Supervise Contractor commissioning activities for the Power Island System.
- Lead Pre-Start-Up/Readiness Reviews for major equipment commissioning activities and support Pre-Start-Up Safety Reviews (PSSR) for rotating equipment.
- Represent commissioning in project punch listing activities.
- Review and approve pre-commissioning, commissioning, and start-up procedures developed by contractors.
- Ensure that Original Equipment Manufacturer (OEM) specifications are included in commissioning procedures.
- Coordinate with OFE field service advisors, the contractor’s completion group, and internal teams from construction, engineering, and operations.
- Implement procedures to ensure the overall safety of the plant and its personnel.
- Oversee the implementation of Simultaneous Operations (SIMOPs).
- Conduct assurance and audit activities.
- Support site Change Management processes related to commissioning.
- Enforce strict adherence to Lock Out/Tag Out (LOTO) procedures, work permits, and company policies.
- Track progress of assigned systems and provide regular reports on the completion status.
- Witness commissioning and testing of individual components and systems to ensure they meet contractual obligations.
- Participate in incident investigations and root cause analysis when needed.
Qualifications:
- Minimum 15 years of experience in plant commissioning and start-up activities.
- At least 5 years of experience as an Electrical Lead on mid-to-large scale projects.
- Proven experience in commissioning and start-up of major power projects, especially with steam and water systems.
- Experience with power stations, combined cycle systems, and power system management (EMS).
- Knowledge of diesel generation systems.
- Ability to work in an isolated environment (off the national grid).
- Experience with structured management of change systems.
- Familiarity with computerized completions management systems.
- Experience working with Simultaneous Operations (SIMOPS) on large capital projects.
- Strong health, safety, and environmental awareness.
- Excellent written and verbal communication skills across various employee levels and external stakeholders.
- Experience as a permit approver in a permit-to-work system (including LO/TO, inhibit and override, hot work, confined space entry).
- Knowledge of safety and integrity-critical equipment and systems, including associated functional testing.
- Experience with incident investigation processes (such as 5 Whys, Taproot).
- Strong understanding of process safety fundamentals.
- Experience with both domestic and international electrical codes and standards, including NEC, NFPA, NETA, and ANSI.
- Ability to acquire a TWIC card.
