Job Description

FUNCTIONAL PURPOSE:

Plans, organizes, and executes the design, manufacture, construction, installation, and implementation of new electrical components and assemblies systems, equipment, or controls in support of national, enterprise-wide mail processing improvement objectives of the Postal Service.


DUTIES AND RESPONSIBILITIES:

1. Translates operating objectives for mail processing into functional requirements and technical design requirements for facilities, systems, or processing equipment; oversees the reporting, analysis, and evaluation of data from field operating units related to mail volume, productivity, or costs; integrates this information with technical data to determine information with functional specifications.


2. Oversees the preparation and justification of engineering proposals and alternatives for electronic systems and equipment; evaluates engineered systems and related costs to determine feasible alternative to support mail processing objectives; provides programs cost estimates; develops and recommends plans for program implementation.


3. Oversees electronic engineering activities related to design, construction, installation, test, and implementation of electronic systems and equipment; provides technical management of contracts; evaluates contractor bids; makes recommendations affecting selection of contractors; determines criteria for performance evaluation of proto-type equipment; controls program costs.


4. Supports the maintenance of current equipment and systems by mitigating end of life issues.


5. Coordinates planning and implementation of electronic systems and equipment programs with Headquarters and field employees.


6. Provides electronic engineering consulting services and technical expertise, as required.


7. Has frequent contact with contractors, professional consultants, officials of government agencies, and equipment manufacturers.


8. Researches emerging technologies and develops recommendations to incorporate new solutions to increase efficiencies and productivity.


9. Provides technical guidance to and coordinates the work of a small to medium size group of electronic engineers and technicians.


REQUIREMENTS:

1. EDUCATION REQUIREMENT: Applicants must possess a Bachelor's or graduate degree in an electronic engineering program or professional engineering program accredited by the Engineering Accreditation Commission (EAC) of ABET. Preference eligible veterans qualify with a valid license as a Professional Engineer and six (6) years of professional electronic engineering experience. This requirement is waived for applicants who currently hold or previously held a USPS career Electronic Engineer position prior to March 02, 2019.


2. Ability to provide technical supervision to engineers and technicians.


3. Ability to communicate orally in order to discuss technical issues with contractors, professional consultants, officers of government agencies, and equipment manufacturers.


4. Ability to translate operating objectives for mail processing into functional requirements for facilities, systems, or equipment.


5. Ability to oversee electronic engineering activities related to design, construction, installation, test and implementation of electronic systems and equipment.


6. Ability to coordinate the planning and implementation of electronic systems and equipment programs with headquarters and field employees.


7. Knowledge of principles and practices of electrical and electronic engineering sufficient to lead design, testing and implementation activities for new, prototype and modified mail processing equipment, components, assemblies and peripherals.


8. Ability to develop, review and edit Statements of Works and technical requirements documents and review proposals for technical merit.


9. Ability to apply electronics design and electronics principals to USPS processing machine design, prototyping and production stages.
