GENERAL INFORMATION Position Title: Director of Human Resources
Department/Building: District Wide, primary office at the Washington Educational Services Building (WESB)
Reports to: Superintendent of Schools
Position Duty Days/Contract: Year-round position, Independent at-will agreement

POSITION SUMMARY Under the direction of the Superintendent, the Director of Human Resources is responsible for providing, directing and supporting all district Human Resources functions, ensuring that all actions play a strategic role in accomplishing the district mission and strategic plan. The Director of HR is responsible for essential personnel functions including: recruitment; selection; and retention of high performing employees; lead in negotiating collective bargaining agreements; interpretation and management of employee contracts/work agreements; employee relations; orientation for new employees; data requests, and compliance with all applicable district policies, and state and federal laws.
ESSENTIAL FUNCTIONS The essential functions of this position include, but are not limited to:
- Ensure that the human resource function supports the vision, mission, and values of the district
- Partner with District Leadership to enhance communication and employee engagement
- Implement strategies and procedures for recruitment, selection, orientation, mentoring, and retention of high performing employees necessary to fill district needs
- Analyzes, supervises and works with principals and/or directors on transfers, re-alignments, and/or vacancies with all employee groups
- Oversees the recruitment, screening, selection and on-boarding process for new employees
- Overseas the recruitment, screening, selection and develops/implements orientation for substitutes/casual employees
- Develop and oversee New Employee Orientation and required training for staff (ex. Data Privacy, Harassment)
- Serve as the lead representative in all employee relations and labor relations issues
- Serves as the District's lead negotiator for collective bargaining agreements.
- Administers labor contracts as to maintain fair and equitable treatment of employees and to assure compliance with negotiated agreements
- Coordinates the administration of all master contracts/work agreements with employee groups
- Serves as the Title IX Coordinator and Human Rights Officer for employees
- Oversee development, adoption and enforcement of Board policies and State/Federal laws under direction of the Superintendent
- Provides updated and accurate information for the Board of Education agendas and attend all committee and school board meetings
- Oversee management of all employee leave of absences, FMLA, Workman's Compensation, and unemployment
- Oversee individual work agreements, performance reviews, licensure, and seniority lists
- Maintains and updates the District Website in the area of District and Human Resources
- Participates in Superintendent Executive Team, Cabinet and Administrative Teams which provides strategic organizational leadership
- Coordinates the completion of the following reporting: STAR, EEO-5, Pay Equity
- Acts as the main contact for Public Data requests
- Develops relationships and acts as a liaison for for student teacher/intern/practicum placements
OTHER RESPONSIBILITIES - Represent the district at appropriate meetings, seminars, and workshops
- Maintain an active participatory membership in professional organizations
- Perform other duties or special assignments as determined by the Superintendent or designee
- Has responsibility for the overall direction, coordination, development, evaluation and supervision of Human Resource employees in accordance with District policies and applicable laws.
QUALIFICATIONS - Bachelor's Degree with concentration in Human Resource Management or related field
- Training and expertise in HR management required, SPHR, SHRM-SCP certifications preferred
- A minimum of five years of demonstrated and successful experience in Human Resources in an educational and/or process-driven environment
KNOWLEDGE, SKILLS & ABILITIES Knowledge of all areas of human resources function including strategic leadership; staffing; performance management; employee investigation and discipline; classification and compensation; collective bargaining; labor relations; employee relations.
- Knowledge of Minnesota Data Practices Act
- Knowledge of employment laws affecting school districts
- Highly skilled in verbal and written communication to a diverse audience
- Skilled in problem analysis, data collection, and problem solving
- Ability to respond to common inquiries or complaints and engage with administrators, employees, students, general public, and School Board
- Ability to define problems, collect data, establish facts, and draw valid conclusions
- Ability to read, analyze, and interpret written legal documents
- Ability to write comprehensive reports, correspondence, and procedure manuals
- In-depth knowledge of the federal, state, and local laws pertaining to ADA, FMLA, EEO, Title IX, Title VII, and Minnesota Government Data Practices Act
- Ability to conduct fact-finding investigations from initiation through conclusion
- Ability to maintain regular attendance, which includes completing an assigned day, and attending evening and weekend obligations such as labor contract negotiations and Board meetings
