Description Leidos is seeking an experienced Senior Project Manager in Pittsburgh, PA to lead our support for Strategic Research Programs at the National Energy Technology Laboratory under our Research Support Services (RSS) contract. Location: Only candidates near (or willing to relocate) to the Pittsburgh, PA area will be considered, as this position will be approximately 50% onsite at the NETL campus. Remote work is possible up to 50%. Must be willing to commute to the Morgantown, WV NETL campus as business needs require.
As a core member of our RSS Management Team, you will play a valuable part in supporting and executing a wide range of projects and programs. You will be responsible for all facets of Scope, Schedule, Budget, staff and customer engagement for assigned projects utilizing sound Leidos Program Execution guidelines and procedures. In addition, you will leverage your management and leadership experience to support program wide process improvement, personnel development, operational excellence and strategic planning initiatives.
This role is responsible for planning, organizing, securing and managing resources to bring about the successful completion of specific program goals and objectives. This position will lead Leidos' support of NETL's strategic research, development, and demonstration initiatives, including initiating, developing and executing RD&D programs and supporting initiatives. NETL's research, development, and demonstration programs address point-source carbon capture, carbon dioxide removal, reduction of methane emissions, separation and recovery of critical minerals including rare earth elements, and the use of advanced data analytics, artificial intelligence and machine learning across all research areas. The support of these initiatives involves fostering partnerships through business development in industry and government. A key role is the identification of skill sets needed to address the development of the energy research and development needs. Where current capabilities are not available through Leidos and their research support team, the Manager will provide support for recruiting new staff. Duties include ensuring all projects run within scope, time, and budget constraints. Efforts include interfacing with government and contractor task and functional leaders, subcontractors, and support personnel.

Responsibilities include:
- Plan, execute, manage, and evaluate programs/projects from initiation through delivery and monitor for continuous improvement. Projects are typically related to business development, contracts and partnership agreements, marketing and outreach, and proposal preparation and management efforts.
- Set deadlines, assign responsibilities, and summarize progress of multiple projects. Further demonstrate project management functions, including preparing project, implementation, resource, communication, and funding plans.
- Analyze business-related data and develop reporting specifications to support business requirements/strategies.
- Influence development of technical and business solutions that impact strategic project/program goals and business results.
- Address complex problems that typically impact multiple area or disciplines.
- Leverage expert knowledge of industry practices, advanced techniques and solutions to develop new standards, processes, and solutions.
- Manage a team of people/project leaders with an organization of approximately 20 professionals, providing coaching and guidance.
- Collaborate with RSS Managers and lead team interactions with NETL leaders of the Research Directorates (Geologic & Environmental Systems, Material Engineering & Manufacturing, Energy Conversion Engineering, and Computational Science & Engineering) to gain access to site support contractor research capabilities for new research initiatives and developing research competencies. The successful candidate will identify opportunities for cross Directorate research opportunities, including staffing needs to meet these opportunities. The Manager will lead, mentor, and coach scientists and engineers, business analysts, and business development professionals to support NETL's initiatives.
- Track and report weekly, monthly, quarterly, and annual metrics, and respond to ad-hoc metric requests. Reports will be both written and in the form of presentations.
Required Education, Experience & Other:
- Master's degree in a technical field with 10+ years of prior relevant experience.
- At least 5 years of experience as a project manager, managing programs and contracts of similar scope, type and complexity.
- At least 3 years managing Research and Development efforts in a technical or government lab setting.
- Experience in technical marketing, business development, proposal management, entrepreneurial training, and/or technology commercialization.
- Strong organizational and communication skills with the ability to coordinate activities at multiple sites and resolve complex issues across multiple sites, both pre-planned and last minute.
- Strong skills in personnel and financial management, organization, communication, and conflict resolution. Experience managing customer or client expectations in a dynamic, fast-paced environment. This position will require extensive interface with all levels of the federal client and potential collaborative partners, so excellent verbal and written communication skills are required.
- Experience in organizational coaching and transformational leadership with a growth mindset.

- Attention to detail is a must, and an ability to troubleshoot, resolve administrative problems, and quickly respond to inquiries is required.

Preferred Qualifications:
- Experience in research and development and technology commercialization within government organizations and laboratories, preferably within the U.S. Department of Energy or Defense.
- Understanding of Bayh-Dole Act, copyright and patent licensing, intellectual property management, sponsored research, and technology commercialization

Pay Range: Pay Range $101,400.00 - $183,300.00
