Job Responsibilities
- (Internal Title: Cost Analyst)
- Reporting to the Project Controls Lead the Project Controls Analyst will provide project management support, including budget preparation and monitoring, cost analysis, controls and reconciliations, and/or scheduling
- Perform cost budgeting by establishing and preparing the work breakdown structure, code of accounts, cash flow forecasts, and performance measure baselines
- Analyze and update project costs and monitor project authorities
- Maintain Change Management log
- Review project budget estimates against the budget schedule. Establish baseline budget schedule forecasts. Monitor contingency allowances. Review/establish inflation/escalation allowance
- Review/establish expenditures during project execution
- Prepare and process project authorization documentation, ensuring appropriate approvals are in place and subsequent financial account numbers are available to accept charges
- Provide project control input to the Project Manager and attend project-specific meetings as required
- Oversee cost control management, including monitoring actual costs vs. budget costs, scope changes, claims, unidentified risks, reserves, etc.
- Prepare, analyze, monitor and reconcile the annual budget of labor and non-labor, all financial control budget forms and goals & objectives. Investigate and prepare replies to queries for financial data

Qualifications Required
- Education:
- Must have completed a University Degree or College Diploma in Business Administration, Accounting, Economics, or related discipline, or the equivalent
- Years of Experience:
- 5+ years of directly related work experience
- Experience:
- Experience with the Operating and Capital Program Budget Process and related approval
- Skills and Competencies:
- Good knowledge of standard accounting, budgeting and cost control principles, methods and practices
- Applied knowledge of computerized financial systems, database design concepts, spreadsheets and computerized cost analysis methods and practices
- Basic knowledge of engineering design, construction methodologies, and scheduling software, is an asset
- Formal training/certification in project management is a definite asset
- Good organizational and interpersonal skills, using tact and diplomacy
- Excellent judgment, well-developed analytical, and problem-solving skills
- Sound verbal communication and report writing skills
- Computer literate
- Knowledge of contract administration principles, methods, procedures, and practices, as well as project management methods and practices Knowledge of business administration concepts with emphasis in accounting and scheduling principles combined with a good knowledge of budget and cost control concepts
- Knowledge of MRP systems including MAXIMO and SAP, is considered an asset
- Ability to maintain effective working relationships with internal and external contacts
- Strong knowledge of systems with extensive relational database design concepts and spreadsheets to correlate operational and financial data
