Job Title: Project Manager Location: Atlanta, GA 30334 - Hybrid Contract: 12 MonthsProject Manager The Project Manager is required to work with software vendors, service providers, business units and interfacing partners to manage multiple complex enhancements to the current Client to include Client functionality. The position is accountable to the Project Management Officer, the Assistant Deputy Commissioner, Child Welfare Technology, and the supported system business owners.
Responsibilities Overview: - Provides IT management with visibility into the vendor's progress and quality of their project effort.
- Coordinate internal resources and third parties/vendors for flawless execution of multiple projects.
- Ensure that all projects are delivered on time, within scope and within budget.
- Develop a detailed project plan and Gantt chart to monitor and track progress of multiple projects.
- Under general supervision performs project management verification and validation tasks for one or more medium to large-sized project(s) of moderate to high complexity and risk.
- Manages and/or provides project management consultation for all aspects of the project through the project management and software development life cycle.
- Works closely with the resource manager, vendor, business analysts, and subject matter experts on the Child Welfare support team.
- Manages the project oversight as scoped by the project steering committee.
- During initiation, helps clients determine the best approaches for reaching objectives; during planning, develops project management tools including plans for scope management, risk management, communications, change control, and performance measurement and tracking.
- During execution, monitors performance and reports to management project status and pertinent issues, including major milestones and potential project risks. Provides continuing direction to the project team, conducts status meetings, assesses proposed changes in scope, and recommends courses of action to project sponsors during the execution phase.
- Near the end of the project, uses the product verification process to make sure that the vendor has delivered what the client expected and performs a lesson learned for all projects.
Job Duties: - Closely consult with the business owner.
- To provide all needed project management support and oversight for the Client project's enhancements.
- Oversees vendor time and cost estimates, project plans/schedules, budgets, and vendor billing.
- Facilitates vendor's critical process assessments and redesign effort for process improvements.
- Work with the project steering committee and vendor senior project management to resource the tasks of the project.
- Work with Client PMO, the Deputy Director, Child Welfare Maintenance and Operations, the Deputy Director - Child Welfare Modernization and the Quality Assurance team to use agency's established project standards, procedures, and quality objectives.
- Manages project collaborative meetings between vendors, business, and other state technical project teams.
- Works with senior project management to identify specific opportunities or weaknesses within assigned projects and makes specific change recommendations to structures, processes, or people to improve project performance.
- Monitors and reports on the performance of vendors to ensure delivery in line with contractual obligations and performance metrics.
- Keeps management aware of all situations key to the delivery of project scope, schedule, and cost.
- Assesses variances from the project plan, gathers metrics, and develops and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost, and quality objectives.
- Conducts formal review with business sponsor at project completion to confirm acceptance and satisfaction.
- Provides the team with constructive feedback as it pertains to project performance.
- Develops and maintains a productive working relationship with project sponsors, vendors, and key clients.
Required Qualifications - Bachelor's degree in related field or specialized training and three years of IT project management or equivalent IT team leadership experience.
- PMP certification from PMI or equivalent certification
- 3 years' experience leading projects of moderate to high complexity (must have occurred in the last 5 years)
- Experience within the last 3 years leading/coordinating vendor managed projects.
- Hands-on experience with MS Project, SharePoint, and MS Office experience.
- 7 years' experience leading projects of moderate to high complexity (must have occurred in the last 5 years)
Preferred Qualifications - Previous experience with child welfare systems, projects, and business processes.
- Previous experience with Jira and ServiceNow.
- Demonstrated strong vendor management skills.
- Experience working in state government.
