GIS ManagerSupervision Received and Exercised - Reports to: Information Technology Director
- Supervises: Clerical and technical positions, including interns and temporary staff
Essential Job Functions - GIS Software Management: Design, implement, update, and manage GIS software applications for various formats, ensuring adherence to industry best practices.
- Data Coordination: Manage data sharing, collection, and mapping needs for different departments, agencies, consultants, and the public.
- Staff Supervision: Oversee and verify the work of staff responsible for geographic data creation and manipulation, ensuring accuracy and compliance.
- Policy Implementation: Recommend and implement goals, objectives, and schedules for GIS services; develop and enforce policies and procedures.
- Data Analysis: Analyze and interpret geographic data to maintain data quality standards.
- GIS Data Conversion: Coordinate GIS data conversion and cartographic production; prepare various GIS-related documents.
- Security Management: Manage user permissions, system privileges, passwords, and other security methods for GIS environments.
- Layer/Data Maintenance: Develop and maintain GIS layers/data elements, ensuring consistency with standards.
- Digitizing and Quality Control: Perform digitizing, data conversion, and quality control checks.
- Public and Departmental Interaction: Provide mapping and engineering data to the public, other departments, and developers.
- Technical Operations: Utilize engineering and mapping software, GPS, scripting for data integration, and other peripherals.
- Public Representation: Represent the City in meetings with other government entities, professional groups, and vendors on GIS matters.
- Budget Administration: Participate in GIS budget preparation and administration; evaluate and recommend hardware and software acquisitions.
- Technical Support: Provide advanced technical support for GIS devices and software.
- Training: Train and assist City staff with GIS and GPS programs.
- Documentation: Develop and document GIS and GPS procedures.
- Reporting: Provide various operational reports and identify improvement opportunities.
- Project Management: Develop and guide project plans, timelines, risk assessments, and issue management.
Other Job Functions - Administer contracts with external service providers.
- Work with vendors to ensure system functionality and successful implementations.
- Maintain a fundamental understanding of technology trends and practices.
- Assist in strategic IT direction and planning.
- Conduct studies related to system administration such as disaster recovery and security audits.
- Promote workplace safety and adhere to data confidentiality guidelines.
- Respond to IT-related inquiries from outside agencies.
- Build and maintain positive relationships with coworkers, other City employees, and the public.

RequirementsMinimum Education and Experience - Education: Master's degree (or equivalent) in computer science, geography, information technology, or a related field. Specialized technical certificates may substitute for some education requirements.
- Experience: Minimum six years of related experience, including supervisory duties and proficiency in ESRI ArcGIS Pro - Enterprise.
