Reports to the Construction Director and will be responsible for providing oversight for all contract management activities on related to civil activities. The position requires the Contract Manager to report to the senior leadership on claims (upstream and downstream), subcontract management, reporting and monitoring changes against budgets
Senior Contracts Management:
- Manages and integrates work activities of staff to ensure compliance with corporate, contract, and legal requirements
- Legal knowledge and the ability to communicate this to others appropriately
- Appropriate speed of contract draft turnaround
- Directs all components of large scale assessment activities on assigned programs, including development, administration, and scoring
- Provides leadership and direction to resolve issues and challenges in program development and administration
- Participates in organizational strategic planning and financial planning activities
- Communicates with leadership to share program updates, act in a consultative role, and provide input and guidance in setting policy and delivering on our contract commitments
- Is responsible for the professional development of assigned Educational Program Manager(s) to prepare them for the role of Senior Manager, Client Services
- The provision of support to operations and business development staff in the review of invitations to tender and proposals
- Manage the proper coordination of various types of agreements and other contract/legal documents with other corporate functions, such as accounting, legal, tax
- Execute statutory and policy procurement-related requirements (FAR, DFARS, DoD 5000 series)
- Demonstrate a working knowledge of contents and application to the contracting process, preferably ACAT I programs
- Demonstrate a working knowledge of contents and application to the contracting process, preferably ACAT I programs
- Development of contract strategies to incentivize industry performance
- Develop contract documents, to include Request for Proposals, Statements of Work, Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254’s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Finding
Qualifications and Education Requirements:
- Accredited degree or equivalent in Business, Construction Management, or Business Law
- Business, Management, Law, Finance, Education, MBA, Administration, Business/Administration, Engineering, Government.
- AMWA, CPSM, PMP, ISO, DFARS, FAR, CRA, RAA, APICS, NCMA
- Over fifteen (15) years of contract management, subcontract administration, and procurement experience supporting construction projects and at least five (5) years of work experience
- Experience developing negotiating contract terms and conditions specifically for contracts, construction, and professional services on a Lump Sum, Unit Price, and cost reimbursable basis
- Strong understanding of contracting principles and legal terms and conditions
- Experience in accurately formulating multiple compensation structures including, but not limited to, reimbursable cost, lump sum, and unit price
- Strong working knowledge of Contract or Construction Law
- Knowledge of Contract Management software
- Demonstrated strong and leadership skills with ability and desire to develop, mentor, and coach employees
- Excellent oral and written communication skills
- Attention to detail and self-motivated
- Excellent negotiating, interpersonal, and communication skills
- Excellent computer and software skills, including Word, Excel, Power Point, Lotus Notes, or Outlook
