Job Description: Facility Operations Manager

Position Overview:

The Facility Operations Manager is responsible for the safe and reliable operation of the company’s plant facility. This role includes overseeing compliance with regulatory requirements, managing facility personnel, controlling operational costs, and developing skills and competencies within the team.

Key Responsibilities:

Compliance with Regulatory Requirements:

  • Ensure the facility operates in compliance with local and federal regulations (FDA, OSHA, EPA, DOT, cGMP) and company policies.
  • Maintain all necessary licenses and permits for facility operation.
  • Provide regulatory training to personnel and maintain accurate training documentation.
  • Report and investigate all incidents, ensuring corrective actions are completed.
  • Guarantee that performance evaluations, hiring, promotions, and assignments are conducted free of discrimination (in accordance with EEOC guidelines).
  • Keep the plant hazard analysis current and demonstrate thorough knowledge of possible hazards and safeguards.
  • Adhere to the Management of Change (MOC) procedures.

Plant Safety and Reliability:

  • Fully support and maintain all health, safety, and environmental policies and procedures.
  • Take full accountability for site safety, ensuring the safety of employees, contractors, visitors, and neighbors; aim to meet or exceed company safety standards.
  • Demonstrate strong leadership in fostering a culture of safety.
  • Implement and manage the site-specific training matrix and Airgas U training.
  • Own key operating documents, ensuring they are updated and clearly understood by all relevant personnel.
  • Make informed decisions regarding plant processes, delegating authority to trained subordinates as necessary.
  • Foster positive relationships with customers and intercompany departments.
  • Ensure the delivery of quality and quantity of products required by the business.
  • Execute predictive and preventive maintenance to minimize the risk of catastrophic failures and unplanned maintenance.
  • Develop annual maintenance plans and turnaround schedules as needed.
  • Maintain high housekeeping standards to enhance the company image.

Development and Leadership of Personnel:

  • Model exemplary safety behavior and lead by personal example.
  • Strive to achieve "Zero Accidents" by taking an active leadership role in safety initiatives.
  • Implement and ensure compliance with the Qualification and Training program for production technicians.
  • Conduct annual performance reviews with each team member.
  • Develop and implement individualized development plans annually, providing training and coaching to improve performance.
  • Provide constructive input to management decisions and actively support those decisions.
  • Insist on adherence to administrative and operational policies and procedures.

Cost Management:

  • Understand, monitor, and optimize operating costs within the authorized budget.
  • Identify and implement opportunities for cost reduction within delegated authorization.
  • Participate in the capital planning process and the yearly expense budgeting process.
  • Control overtime and manage labor costs within established limits.
  • Continuously seek improvements in efficiency and availability indicators.
  • Utilize national purchasing agreements and framework agreements effectively.

Qualifications:

  • Education: High School Diploma required; further technical training or certifications preferred.
  • Experience: Technical and working understanding of the Air Separation or Carbon Dioxide liquefaction plant process or applicable process plant industry experience.
  • Regulatory Knowledge: Familiarity with regulatory requirements for operating plants, including Process Safety Management, OSHA, EPA, EEOC, and FDA regulations (where applicable).
  • Technical Skills: Strong computer skills and business application proficiency; trainable on Distributed Process Control (DCS) or PLC operation and troubleshooting.
  • Organizational Skills: Extremely organized with effective time management abilities; capacity to establish and maintain plant filing systems and control engineering documents.
  • Mechanical Aptitude: Displays mechanical and electrical aptitude for equipment operation and troubleshooting.
  • Communication Skills: Excellent communication and team leadership skills.
  • Financial Acumen: General understanding of accounting principles and plant operating budgets.
