A Contract-to-Potential-Hire Engineering Outsourcing Project Manager position in Hollister, CA or Chandler, AZ is available courtesy of Akkodis. For this position you will need at least two years of experience in engineering project management and/or an engineering discipline and experience in outsourcing or vendor management.


  • Duration: 6-9 months with STRONG possibility of converting to Salaried/Direct Hire/Full Time position.
  • Rate: To $50.00 to $80.00 per hour (DOE).
  • Type: On-site (possibly hybrid)

Engineering Outsourcing Project Engineer


Job Summary:

The Engineering Outsourcing Project Engineer is responsible for overseeing and managing the entire process of outsourcing engineering projects to external firms. This includes initiating, planning, executing, monitoring, and closing out engineering contracts. The Process Owner ensures that all phases of the outsourcing process adhere to company standards, project requirements, and regulatory compliance, including ITAR.


Key Responsibilities:

  1. Manage the end-to-end process of outsourcing engineering projects, from concept to final deliverables, ensuring that objectives are met within time, cost, and quality constraints.
  2. Develop and maintain detailed process documentation, including guidelines for writing Statements of Work (SOW), Request for Information (RFI), Vendor Information Requests (VIR), and Request for Quotation (RFQ) documents.
  3. Evaluate and select engineering firms based on their ability to meet project requirements, technical expertise, cost-effectiveness, and ITAR compliance.
  4. Facilitate communication and collaboration between internal stakeholders and external engineering firms to ensure clear understanding of project objectives and deliverables.
  5. Provide all necessary documentation to the engineering firm, including envelope drawings, environmental requirements, material specifications, marking/identification requirements, and templates as required.
  6. Monitor the engineering firm's progress against the master schedule and ensure that Preliminary Design Reviews (PDR) and Critical Design Reviews (CDR) are conducted as planned.
  7. Ensure that all deliverables, including final reports, CAD models, drawings, assembly instructions, and reports meet company EMC's standards and project specifications.
  8. Ensure that all deliverables, including final reports, CAD models, drawings, assembly instructions, and reports are uploaded into company's EMC's document control system.
  9. Oversee the First Article Inspection (FAI) process for physical deliverables, ensuring compliance with quality standards and requirements.
  10. Ensure all ITAR and other regulatory requirements are strictly adhered to throughout the outsourcing process.
  11. Conduct final project reviews to assess performance and capture lessons learned, providing feedback for continuous improvement.
  12. The role typically operates in an office setting, with occasional visits to engineering firms, manufacturing facilities, or other locations as required for project oversight. <25% travel


Qualifications:

  • Bachelor's Degree in Engineering, Business Administration, Project Management, or related field.
  • Minimum of 2 years of experience in engineering project management and/or an engineering discipline, preferably with experience in outsourcing or vendor management.
  • Proficiency in project management software and tools, MS Project or Jira.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to manage multiple projects simultaneously with a high degree of accuracy and attention to detail.
  • Proven track record of successful collaboration with external vendors and cross-functional teams.


  • Preferred Qualifications: Strong understanding of ITAR regulations and experience managing ITAR-compliant processes.
  • PMP certification or similar project management qualification is desirable.
