Job Title : Project Controls Manager

Company : Energy/Utilities Industry

Location : Denver, Colorado - Hybrid


Position Summary :

The Project Controls Manager will oversee project controls functions for the Colorado Power Pathway Project. Reporting to the project director, this role includes planning, scheduling, cost control, risk management, and reporting to ensure the project is delivered on time, within budget, and in compliance with quality and safety standards. The ideal candidate will have extensive experience in large capital infrastructure projects. Experience in the utilities industry is a plus but not required.


Essential Responsibilities :

Project Controls Leadership :

  • Develop and implement comprehensive project controls processes and systems, identifying and mitigating risk potentials.
  • Lead and mentor a team of project controls professionals, including cost controllers and schedulers.
  • Direct schedule management using critical path method scheduling, estimating, project cost management, forecasting, and document control.
  • Collaborate with project management, land acquisition, engineering, procurement, construction, and other stakeholders.
  • Implement best practices and ensure compliance with company policies and regulatory requirements.

Planning and Scheduling :

  • Establish and maintain the project baseline schedule using Primavera P6.
  • Monitor project progress, identify variances, and implement corrective actions.
  • Analyze schedule impacts and provide forecasts and recovery plans.

Cost Management :

  • Ensure accurate cost management, including detailed estimates and forecasts.
  • Implement Earned Value Management system reporting.
  • Monitor expenditures, commitments, and cash flow, and prepare cost variance analyses.

Risk Management :

  • Identify Project Controls improvement opportunities and contribute to risk management processes.
  • Collaborate on risk identification, assessment, and mitigation.

Reporting and Communication :

  • Develop and maintain the management reporting system.
  • Prepare project reports, including status updates, dashboards, and executive summaries.
  • Ensure timely communication of project performance to stakeholders.
  • Quality Assurance :
  • Work with the Quality Manager to integrate quality metrics into project controls.
  • Ensure project controls processes support quality objectives.


Minimum Requirements :

Education :

  • Bachelor's degree in Engineering, Construction Management, Finance, Business Administration, or related field.
  • Master's degree or professional certifications (e.g., PMP, CCP, EVP) are a plus.

Experience :

  • Minimum of 10 years of experience in project controls for large capital infrastructure projects.
  • At least 5 years in a managerial or leadership role.
  • Experience in the utilities industry (electric utilities or high-voltage transmission) is a plus but not required.

Technical Skills :

  • Expert proficiency in Oracle Primavera P6.
  • Proficiency in Microsoft Project, cost management tools, and Microsoft Office.
  • Expert knowledge of project controls methodologies, including earned value management.
  • Familiarity with risk management processes and tools.

Leadership and Communication :

  • Proven ability to lead and develop high-performing teams.
  • Excellent interpersonal and communication skills.
  • Ability to collaborate with cross-functional teams and stakeholders at all levels.

Other Skills :

  • Strong analytical and problem-solving abilities.
  • Detail-oriented with a focus on accuracy and quality.
  • Ability to manage multiple priorities in a fast-paced environment.


Preferred Qualifications :

  • Professional certifications such as Project Management Professional (PMP), Certified Cost Professional (CCP), or Earned Value Professional (EVP).
  • Knowledge of regulatory requirements and compliance in infrastructure projects
