GENERAL SUMMARY: Responsible for overall planning, organizing, implementing, and overseeing the HR functions of the hospital to promote an effective & positive work force. Day-to-day management of employee relations, payroll functions, compensation & benefits, recruitment & retention, onboarding new employees and maintenance of personnel records.
ESSENTIAL RESPONSIBILITIES: - Department specific compliance monitoring completed and reported as requested.
- Annual budget completed and submitted within required time frames.
- Department specific Performance Improvement (QI) projects completed and reported on as required.
- Department specific goals developed annually and summary of goal completion submitted as requested.
- Department policy and procedures developed and maintained - annual review conducted.
- Keeps up to date and provides personnel with an interpretation of federal and state labor laws and personnel policies.
- Recommends courses of action in handling employee problems and concerns to department managers.
- Coordinates the hospital's job performance evaluation system through ADP.
- Initiates, develops, and recommends personnel and managerial policies, procedures, and programs to administration.
- Oversee management of compensation plans including:
- Provide advice and counsel with regards to starting salaries for new positions as well as new hires, lateral transfers, promotion, demotions, and merit increases.
- Maintain wage structure to ensure competitiveness in the market.
- Administer annual performance and salary reviews, bonus and incentive plans.
- Administers the employee benefits program and proposes benefit changes to administration.
- Manage all third party benefit vendors with assistance of CEO and CFO.
- Purchase/negotiate all third party benefit vendor contracts.
- Develop/implement benefits policies and procedures.
- Coordinates the hospital's recruitment and selection process.
- Maintains a positive relationship with hospital's legal counsel and adheres to recommendations.
- Plans, organizes and conducts hospital wide new employee orientation programs.
- Responsible for bi-weekly payroll through ADP.
- Responsible for payroll reports for monthly benefits: IPERS, Insurance, Benefits.
- Responsible for annual payroll reports: W-2's, 1095's
- Maintains a comprehensive record keeping system for employee information.
- Coordinates yearly employee awards for the recognition banquet.

PERFORMANCE REQUIREMENTS: Education Bachelors Degree in Human Resources or equivalent in related field and/or 2+ years of HR experience.
License/Certificate: PHR/SPHR and/or SHRM-CP/SHRM-SCP preferred
Experience: Minimum of two years experience working in the human resources field. Prior experience in a hospital setting working with committees and special projects preferred.
Knowledge/Skills: Possess strong & effective interpersonal communication & listening skills to work well with diverse work force. Ability to prioritize and balance many tasks. Proficient in written and verbal communication skills. Knowledgeable in utilizing computer software programs.
PHYSICAL/COGNITIVE DEMANDS: Sitting to complete various paperwork tasks and consultations approximately 6 hours a day. Able to transport self throughout building in order to visit and observe general work force while on duty.
