INTRO TO POSITION

Policy & Representation is responsible for supporting a healthy policy environment for NPR and Member stations, including advocating for legislation to support the public radio system. Our office manages several advocacy initiatives to enhance and improve public radio's service to the American public, and develops strategies and efforts to organize and mobilize lawmaker and public support for public radio.

As a member of the Policy & Representation Team, the state senior manager supports NPR Member station policy needs at the state level. The state senior manager builds upon and expands existing state legislative and regulatory advocacy, both in collaboration with NPR Member stations and external partners.
RESPONSIBILITIES
  • Leads in the identification of public radio needs and opportunities in the state legislative process and developing strategies to advocate for state-related legislation that supports a healthy policy environment for public radio;
  • Establishes strong relationships with key state officials or lawmakers to advance public radio interests across the states;
  • Supports NPR Member organization connections to state officials and lawmakers across legislative or policy issues;
  • Monitors key developments in the states to identify opportunities to engage on behalf of public radio and develop strong bipartisan support for public radio across the states;
  • Collaborates with state partners on legislative and regulatory policy initiatives, and enhances partnerships, in support of public radio;
  • Reviews state legislation and, if needed, works with Policy Director to develop modifications that can best serve the interests of public radio and public broadcasting;
  • Represents the NPR Network among key stakeholders on state policy and at external engagements; and
  • Contributes to communications with NPR Member stations on state developments, and builds relationships with stations to support in-state priorities.

MINIMUM QUALIFICATIONS
  • Excellent skills in tracking state legislative and policy developments and demonstrated experience in managing state advocacy or education efforts across multiple states
  • Experience in coalition building at the state level
  • 5-7+ years in government relations, state legislatures, or state advocacy organizations
  • Knowledge of policy issues relevant to public media, telecommunications companies, or news organizations
  • Strong verbal and written communication skills, particularly in supporting external policy-related communications across a wide range of stakeholders
  • Proficient in the use of MS Word, Excel, PowerPoint, and Google suite products
  • Exceptional organizational and time management skills and ability to handle multiple projects simultaneously
  • Collaborative working style, experience working in small teams, and the ability to complete high-quality independent work
PREFERRED QUALIFICATIONS
  • Knowledge of public radio, local public stations, and the public broadcasting system, and affinity for public radio's mission and service
  • Experience working with and supporting the state legislative and/or regulatory needs of diverse clients or stakeholders across a broad portfolio of states
  • Experience working in advocacy projects with external organization partners
EDUCATION REQUIREMENT
  • Bachelor's degree in public policy, government affairs, journalism or related field
WORK LOCATION
  • Hybrid Permitted: This is a hybrid permitted role. Some aspects of this role include duties that are better performed at an NPR facility. The employee will be required to be onsite at the Washington, DC office at least 10 days a year. The employee must also reside in an NPR supported location based on the number of onsite days they choose.

COMPENSATION

Salary Range: The U.S. based anticipated salary range for this opportunity is $140,000 - $160,000 plus benefits. The range displayed reflects the minimum and maximum salaries NPR expects to provide for new hires for the position across all US locations.

Benefits: NPR offers access to comprehensive benefits for employees and dependents. Regular, full-time employees scheduled to work 30 hours or more per week are eligible to enroll in NPR's benefits options.
