Description of Position: Serve as a combatant command headquarters level Space Domain Awareness (SDA) senior program analyst responsible for developing requirements and advocating for capabilities in support of CDRUSSPACECOM mission objectives. Specifically serve as a Subject Matter Expert for the development and articulation of SDA requirements based on mission objectives and analysis, as well as Joint Capabilities Integration and Development System (JCIDS) processes. Performs substantive planning, advocacy, and requirements work in support of SDA initiatives on behalf of USSPACECOM equities. Additionally provides expertise in programmed capabilities, modernization, and analysis to include integrating, coordinating, prioritizing, and advocating for USSPACECOM SDA future concepts, mission capability needs, weapon systems development, support for emerging technologies, and SDA architectures. This position requires external coordination with senior leaders at all levels in the Department of Defense (DOD), Joint Staff, Services, Agencies, and other Combatant Commands (CCMDs).
Position Duties/Responsibilities:
- Support USSPACECOM in developing required Combatant Command Space Domain Awareness requirement products and assessing future program strategies. Specific deliverables include but not limited to: creating and updating requirements documents, advocacy documents, documents to support J8 PPBE processes.
- Serves as an expert in developing SDA capability requirements IAW DoD guidance, JCIDS processes, and emerging operational requirements. Provide assessments to support USSPACECOM SDA priorities for future capabilities. Assist in evaluating proposed SDA capabilities and impacts to changes in programmed funding of SDA capabilities. Participates in the development and makes recommendations for modifications around doctrine, tactics, and concepts of operations that support CDRUSSPACECOM objectives and intent. Exchanges information on requirements, capabilities, deficiencies, and technology applications. Analyzes problems and makes recommendations on different approaches, which may provide a basis for better planning and assessment of SDA operations.
- Assesses impacts to changes in program budgets and delivery schedules of major programs and participates with management in understanding trade space during program review as required. Responsible for understanding Planning, Programming, & Budgeting System (PPBE), SDA operational implications, provide advice on reprogramming of funds and funding levels due to cost, schedule, Congressional changes, or other program of record changes.
- Establish, develop and maintain effective working relationships, and represent the Command at the highest levels of DoD, OSD, Joint Staff, Services, Combat Support Agencies, other Combatant Commands, and other Departments of the national government.
- Supports studies, assessments, and exercises and wargames, as required.
- Provide support to required Boards, Bureaus, Centers, Cells, and Working Groups as required.
Key Skills & Abilities:
- Subject Matter Expert in identifying requirements and assessing effective military capability to accomplish all functions related to Space Domain Awareness across all space segments and orbital regimes
- Knowledge of the JCIDs processes for requirements development and validation. Expertise on CCMD touchpoints to achieve program goals and objectives and various methods of evaluating SDA major subprograms such as sensors, command & control, and weapons that contribute to USSPACECOM’s objectives.
- Exercises skill in designing, conducting, or managing comprehensive SDA studies, evaluating solutions to strategic and contingency military operations, and making recommendations on substantive programs.
- Knowledge of the United States Space Command Component organization and responsibilities, and its relationships with other combatant commands.
- Establishes and maintains the ability to communicate effectively both orally and in writing; research and negotiate complex missile defense issues; apply mature judgment in problem solving and maintain good working relationships.
- Knowledge and experience in Joint and/or Space operations is highly desirable.
Qualification Requirements:
- Experience at the next lower broadband/grade level (or equivalent) in performing major duties, as described above.
- Space Domain Awareness expertise
Desired Qualifications :
- At least 3 years of Combatant Command or Joint Staff experience, preferred
- Minimum 5 years experience working in the Space Domain Awareness community, highly desired
