Job Description:
The PMO Change Manager is responsible for change management planning, implementation and support on IT strategic projects as assigned by the PMO. The Change Manager will work with project teams and business stakeholders to manage change, integrate into project delivery, and actively plan, schedule and deliver change according to the project scope, schedule and approved project deliverables.
Roles and Responsibilities:
- Lead the development and delivery of change strategies, workplans and communications associated with each project level change and in alignment with the overall portfolio of changes underway.
- Manage, develop and deliver organizational change management activities including stakeholder assessments, leadership alignment, change impact assessments, change risk assessments, change gap analysis, survey strategies, etc.
- Advise, guide, and coach business and project leaders to ensure change is supported, lead and promoted effectively.
- Drive adoption and proficiency associated with transformation projects, applying structured change management methodology and industry leading practices.
- Manage the engagement planning process and facilitate stakeholder engagement sessions and workshops while protecting or keeping private any sensitive or confidential information.
- Support continuous improvement and learning by incorporating experiences and lessons learned.
- In collaboration with the Project Manager, ensure all planned change management activities are integrated within the overall project schedule.
- Lead and facilitate change management and communication plan logistics including any meetings and activities with project team members and business stakeholders related to changing business processes and technologies.
- Throughout the project, complete stakeholder assessments, enable leadership alignment, establish business readiness, and ensure adoption of change resulting from the implementation of the products, services, processes, and practices of project(s).
- Conduct end-user training needs assessment and provide training material input.
- Develop, monitor and report on short and long-term change management goals, key performance indicators (KPIs), and objectives.
- Assess change readiness and develop appropriate support plans to improve stakeholder satisfaction.
- Collaborate with other Change Managers to ensure consistency in change management activities and approaches across the utility and share knowledge for individual and collective growth.
- Measure change effectiveness (Change Scorecard), track benefits realization and ensure sustainment.
- Perform such other duties as may be assigned.
Required Skills:
1. A minimum of 5 years hands on experience working with organizations to plan, implement, and deliver people focused change initiatives demonstrating:
- People and business process change.
- Enabling IT implementation experience.
- Experience with utilities and/or public sector
2. A minimum of 5 years experience developing, implementing and leading change initiatives as a Change Manager that demonstrates:
- Experience with Change Management methodologies (i.e. Prosci or similar).
- Experience working as part of a project team and collaborating with a Project Manager.
- Strong facilitation skills (small/large group, virtual and one on one).
- Highly developed interpersonal skills and experience working effectively with all levels in an organization from executive and senior leadership teams to front-line staff
- Influence adaptation of change management methods to align with the products, and projects being delivered.
- Experience with utilities and/or public sector.
3. Post-secondary diploma or degree in the area of Information Technology, Business Administration, Engineering or a field related to change management.
- A Certified Change Management Professional (CCMP) credential from the Association for Change Management Professionals (ACMP), or a similar industry-recognized certification.
- SAFe ®, PMI-DASM™, or CSM is considered an asset; and Prosci CMP® is considered an asset.
4. Please provide at least two (2) reference projects, clearly demonstrating the candidates experience with similar work particularly with initiatives that impact the public and online Service Delivery. Indicate how long the proponent has worked at the client organization.

5. Proponent local to the is considered an asset as projects might include an in-person component.
- Preference will be given to certified individuals (Prosci CMP, CCMP) with minimum five (5) years of Change Management experience in implementing service delivery initiatives to the public and delivering projects for utilities or other government/public sector organizations.
