Nature of project or situation which requires contractor staff to supplement permanent staff:

• Customer Information System (CIS) requires modifications and enhancements for additional functionality. This is not a Remote Work Assignment
• We seek a PowerBuilder/Oracle PL/SQL developer with expertise to support enhancements, effective communication, documentation, and regular assignment updates

Specification of needed skill sets

• Minimum of 7 years of experience with PowerBuilder and Oracle PL/SQL, including expertise in Packages, Stored Procedures, Triggers, Functions, PFC Libraries, and Power Script. Proficiency with Oracle 19c or higher is required.
• Good Knowledge of query optimization and performance tuning
• Good Knowledge of database security and authentication
• Oracle-specific tools: TOAD, SQL Plus
• Strong data analysis, data modeling, design and implementation skills
• Ability to work on a large complex system, within a team or individually, strong communication skills, analytical and problem-solving skills, project management and understanding customer’s changing business requirements are required.

Preferred but not required experience / skills / knowledge:

• Preferred experience working in a Utilities industry; Accounts, Customers, Billing, Payment, Advanced Metering Infrastructure and Interfaces, Service Orders
• Design, develop, program, test and implement PowerBuilder applications software
• Manage all phases of the SDLC from analysis, design, development, testing, implementation, maintenance
• Strong understanding of .NET development frameworks, (Angular and MAUI is a plus);
• PowerBuilder 12/2017 or higher, Power Designer or similar CASE Tool
• Data warehousing and ETL, Agile development methodologies
