We are seeking a highly skilled and experienced Program Manager. This critical leadership position involves managing large-scale efforts at the BPA/IDIQ level, ensuring the successful execution of task orders, and maintaining strong client relationships. Ideal candidates will have prior experience managing BPAs or IDIQs of similar scope and complexity, with a proven ability to elevate team performance.
Key Responsibilities
Strategic Planning and Execution
- Develop and implement strategies for effective BPA execution, ensuring alignment with client objectives.
- Establish and monitor milestones, timelines, and budgets for task orders.
- Track performance metrics to meet quality, cost, and schedule goals.
Stakeholder Communication and Liaison
- Serve as the primary point of contact for the client, contracting officers, and stakeholders.
- Maintain transparent communication and provide regular status updates.
- Identify and address potential risks, offering mitigation strategies.
Task Order Management
- Oversee submission, negotiation, and execution of task orders.
- Ensure compliance with the BPA's scope, terms, and conditions.
- Monitor deliverables to ensure on-time and within-budget completion.
Compliance and Risk Management
- Ensure adherence to federal procurement regulations, including FAR/DFAR.
- Proactively manage risks related to performance, budget, or compliance.
- Maintain documentation for audits and oversight.
Team Leadership and Coordination
- Lead and mentor cross-functional teams, including project managers and technical staff.
- Secure resources and expertise for successful task execution.
- Foster a collaborative and high-performance work environment.
Financial Oversight
- Develop and manage BPA budgets, including individual task orders.
- Track expenditures, forecast costs, and handle invoicing processes.
- Ensure financial performance aligns with contractual requirements.
Quality Assurance and Performance Monitoring
- Implement quality control measures to meet client expectations.
- Conduct performance reviews and analyze metrics for continuous improvement.
- Address performance issues effectively.
Reporting and Documentation
- Prepare detailed reports, including status updates, performance metrics, and financial summaries.
- Maintain comprehensive records of all BPA activities.
Required Qualifications
- Education: Bachelor’s degree in business, management, or a related field. Advanced degrees preferred.
- Heavey experience in a government ESOC.
- Extensive experience managing BPAs or IDIQ contracts of similar scale.
- Expertise in federal acquisition processes, FAR/DFAR compliance, and project management methodologies.
- Certifications: PMP, ITIL.
- Familiarity with government contracting environments and large-scale program management.
- Experience with proposal development, pricing models, and contract negotiations.
Physical and Mental Qualifications:
- Be able to maintain awareness during scheduled working hours.
- Prolonged periods sitting or standing at desk and working on a computer (mouse and keyboard)
- Able to lift up to 15 pounds.
- Excellent verbal and written communication; good command of the English language
- Execute tasks independently and work as a team.
- Learns and memories routine tasks.
- Strong organizational, grammar, business correspondence, and self-management skills
