Job Description:
- The Configuration Management (CM) and Quality Assurance (QA) Lead will lead Process and Product Quality Assurance as well as Configuration Management efforts for the Program BRIDGE.
- This position resides in the Portfolio Management Office (PMO) of the Information and Technology Services (ITS) / ERP Modernization Program.
Responsibilities:
- The Quality Assurance lead has a well-rounded profile with the right combination of significant and progressive professional Process and Product Quality Assurance and Configuration Management (CM) related experience with relevant processes, tools, and technologies to support Program BRIDGE, and CPS IT Enterprise Applications.
- Develop and maintain CM and QA procedures, policies, and standards.
- Track Program BRIDGE contract deliverables through various review, rework, and acceptance stages.
- Ensure documentation and software deliverables for each Project and Process Area workstreams for each release of Program BRIDGE are maintained according to the Configuration Management and Process and Product Quality Assurance best practices and all the deliverables baselines and back-up versions are maintained for redundant information access and safeguarding.
- Perform process compliance audits and configuration management audits for the identified stage gates for the satisfactory completion of each project stage to proceed to the next stage of the development life cycle phase.
- Create, oversee, and perform training on QA and CM standards, policies, processes, and procedures, evaluate and recommend QA testing tools, and techniques.
- Analyze functional, non-functional and technical requirements and ensure that the testing strategy aligns to ensure comprehensive testing for CPS enterprise systems with a focus on Oracle ERP Cloud Fusion.
- Create, provide oversight, and develop QA and testing strategy, detailed test plans and test cases based on project functional and technical requirements, technical specifications, and design documents.
- Lead and participate in the execution of test plans, test scenarios, and test cases for projects and major operational enhancements as needed throughout various phases of testing including defect management.
- Maintain the overall test strategy and align with the release plan, and release windows for completing full life cycle testing across the system and its integration with other applications.
- Provide ongoing input into the overall project plan, RAID Log, Change Management and Demand Management. Provide input to current processes and methodologies to drive continuous improvement.
- Partner with business stakeholders, external vendors, IT Management and delivery teams to ensure testing goals are aligned to business objectives.
- Facilitate, create and provide oversight for the creation of sample data sets, and data mining as needed for test execution.
- Effectively manage all the identified defects including root-cause analysis, defect resolution plans, and timely closure of defects to achieve the program go live plans.
- Ensure creation of QA documentation, tracking of test results and defect metrics. Review, report, and escalate issues found during testing to facilitate management action as needed.
- Keep current regarding industry trends in order to recommend the best practices and technologies relevant to QA and testing for CPS.
- Ensure that testing is regulatory compliant and up-to-date.
- Develop core competency with multiple applications and exercise a thorough knowledge of institutional business processes.
- Review other team members’ tasks and deliverables as required.
- Provide estimates for test effort.
- Assist in the UAT testing phase.
- Facilitate testing meetings, summarize results, issue/defect reporting, maintain metrics and provide go/no go recommendation.
- Manage deployments into Test and UAT environments.
- Manage and produce QA metrics.
- Manage QA team members with the responsibilities of:
- Participate on an agile team
- Review requirements and clarify requirements
- Automate test scripts for smoke and regression testing using appropriate tools
- Generate test data for short and long term application needs
- Ensure traceability of Test Cases to User Stories and Requirements
- Log and track defects through to resolution
Qualifications:
Key Qualifications:
- Expertise in Configuration Management, and Process and Product Quality Assurance Practices based on industry leading standards such as Capability Maturity Model Integrated (CMMI).
- Expertise leading testing of SAAS implementations including Oracle ERP Fusion Cloud.
- Experience performing Configuration Management audits of documentation and software audits as part of exit criteria of pre-defined stage-gates within system development life cycle phases of large programs consisting of multiple releases and multiple project workstreams.
- Experience leading and managing all types of functional and non-functional testing and test phases including Unit and Configuration Testing, System Integration Testing, User Acceptance Testing, Regression Testing, Scalability and Performance Testing, and Information Security related testing.
- Requirements analysis, test strategy, test plan, and test case development.
- Use of designated tool(s) to manage the testing life cycle.
- Experience in testing in an Agile and/or DevOps environment.
- Experience leveraging test case automation.
- Expertise in managing defects reporting, prioritization, triage of defects, assignment of break-fix resource, defect resolution, and SLA adherence
- Expertise in executive reporting
Type of Education Required:
- Graduation from an accredited College or University with a bachelor’s degree in Computer Science, Information Technology, or Management Information Systems related field or equivalent experience.
- Preferred certifications:
- Quality Engineer Certification (CQE)
- Software Quality Analyst certified (CSQA)
- International Software Testing Qualifications Board Certified (ISTQB CTFL)
Type of Experience and Number of Years:
- Minimum of 3 years of Process and Product QA and CM Lead experience following industry best practices process framework such as Capability Maturity Model Integrated.
- Minimum of 3 years ERP (Enterprise Resource Planning) systems experience including Oracle Fusion ERP implementation related CM deliverable audits, and testing of end-to-end business process flows, SIT, UAT, and regression testing
- Minimum of 5 years of QA testing experience
- 10+ years in the following areas:
- Enhancement, maintenance and creation of QA organizational functionality
- Development of test strategy, test plans, test cases, test data, traceability matrix,and other QA methodologies
- Testing, automation, security, scalability and performance, load and other testing
- Experience in Public Sector including Education (K-12) project or program work, preferred
