The New Mexico Department of Information Technology is the enterprise technology partner serving and supporting state agencies with innovative solutions to advance the delivery of their core missions and to create progress for all New Mexicans.
Why does the job exist?
The Department of IT (DoIT) Chief Information Officer IV (CIO IV) assists in leading and overseeing the challenges of managing specific agency requirements for their users from a global perspective. This position will coordinate key discussions with Agency leadership and stakeholders from other state agencies and entities. Some include: Migrating Enterprise-wide applications to State Agencies & entities, Data engineers (responsible for productivity/collaboration, OneDrive, SharePoint, Teams administration); Identity & Access Management engineers (enforce identity governance, conditional access, SSO and MFA policies); Device management operations engineers (handle patch and vulnerability management); and Security and compliance engineers (responsible for the implementation of guard rails, EOP, DLP, etc.).
How does it get done?
Lead the planning, execution, and delivery of special IT projects, ensuring alignment with the state¿s technology strategy and goals.
- Review submitted project scopes, objectives, timelines, budgets, and success criteria in collaboration with senior leadership.
- Monitor project progress and implement corrective actions when necessary to meet deadlines and objectives.
- Leads execution of migration of contract administration duties from Enterprise and Project Management Office from DoIT to new oversight Agency
- Oversees development of project management capabilities within Enterprise and Project Management Offices within the Agency
- Define and align service portfolio, provide strategic direction for multiple business and technical areas; create strategic plans of considerable complexity and scope; set long-range direction and make high-level decisions; propose and manage the implementation of complex and significant programmatic change; establish policies as needed.
Stakeholder Collaboration:
- Serve as the primary liaison between the IT agency, state departments, external vendors, and other stakeholders for special projects.
- Facilitate cross-agency communication to ensure seamless coordination and minimize barriers to implementation.
- Present project updates, findings, and recommendations to state leadership, including governors¿ offices, legislators, or oversight committees.
Innovation & Strategic Planning:
-Identify opportunities to leverage emerging technologies to improve service delivery, increase efficiency, or enhance security.
-Develop and recommend strategies to address critical IT challenges within state operations.
-Lead the assessment and integration of new systems, software, or platforms to modernize the state¿s IT infrastructure.
- Develops strategy, establish business alignment, instantiate Governance process, advises senior management on technical change requirements and drivers
Compliance & Risk Management:
- Ensure all projects comply with applicable state and federal regulations, security standards, and policies.
- Identify and mitigate risks related to project scope, budget, and timelines.
- Oversees technical staff, information systems function, multi-million dollar annual budget, and business alignment and strategic vendor management.
Team & Vendor Management:
- Provides Enterprise-wide oversight to large scale initiatives impacting DoIT, other Agencies & Entities
- Provide leadership to cross-functional project teams, including internal staff and contracted consultants.
- Oversee vendor performance and ensure deliverables meet contractual obligations.
Direct and manage strategic relationships both inside and outside of the organization; maintain a high level of interaction and collaboration with clients and peers across the agencies.
Performance Evaluation:
- Analyze the outcomes of special projects and produce detailed reports highlighting achievements, challenges, and lessons learned.
- Use data-driven insights to recommend improvements for future projects or initiatives.

- Serve as the IT visionary, providing strategic direction and leadership for the organization's IT initiatives.
- Possess a strong background in multi-year application migration experience including database conversion, organization change management and reporting to oversight committees.
- Apply extensive knowledge of hardware and applications development life-cycle best practices, protocols, and standards to drive the development and enhancement of IT systems.
- Collaborate with other members of the executive team, actively participating in leadership meetings and working collaboratively to align IT services with organizational goals.
- Advanced project management and organizational skills.
- Strong written and verbal communication, with the ability to engage diverse audiences.
- Expertise in stakeholder management, negotiation, and conflict resolution.
- Knowledge of emerging technologies and trends in government IT service.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and twelve (12) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling sixteen (16) years may substitute for the required education and experience. At least eight (8) years managing multiple IT teams.

Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. This is a Fast-paced, dynamic environment with evolving priorities. Some sitting, standing, bending and reaching may be required. Office-based with potential travel to various state agencies, field offices, and external partner sites. Lift up to 25 lbs.
